Tsar is related to Russia, and Russia is related to Communism, which was how he put Tsar and Communism together. Tsar was given to part of the name of the cannon probably because the cannon was just "That powerful," that people decided to call it a "king," cannon. There are a lot of Tsar cannons actually.

And actually a Tsar of Emperor is higher as a King, a King rules over 1 country or people and a Tsar or Emperor rules on more people. (Austrian Emperor was an emperor because he was the King of Hungary too, he had 2 crowns :/ ) Weird communists hmmmm

Yes they are not in rule, but it are monarchies. And it is not like a President would run the country by himself. And The Crown is still Commander-in-Chief and The Head of the State.
