Rehabilitation will always be better than 'lock him up and throw away the key' because it actually has a positive outcome. Rehabilitation is not mutually exclusive to punishment btw. As for Halden, it's not all rest and relaxation for the prisoners, you make it seem like all they do is these sorts of activities every day. Prisons have leisure time for the prisoners right across the board; books, exercise, education, painting, crafts, etc. It may be more extravagant in Norway, but it is not strange to allow prisoners to have constructive activities. It is not immoral because it does not cause harm, to anybody. Are you really saying that it is immoral to not exact revenge? You could argue that it is ineffective, but are you really saying that a person has done something immoral by teaching a convicted murderer how to cook?
