Two penalties. Determinate where they have to release you after the original sentence (max 21 years). Indeterminate where they don't have to release you after the original sentece (max 21 years).

As for Halden, it's not all rest and relaxation for the prisoners, you make it seem like all they do is these sorts of activities every day. Prisons have leisure time for the prisoners right across the board; books, exercise, education, painting, crafts, etc. It may be more extravagant in Norway, but it is not strange to allow prisoners to have constructive activities. It is not immoral because it does not cause harm, to anybody. Are you really saying that it is immoral to not exact revenge? You could argue that it is ineffective, but are you really saying that a person has done something immoral by teaching a convicted murderer how to cook?
