the distributer on our cars are adjustable, checked the spec degrees for the car it says on repair manual (10 degrees or more bftc @ idle)
is advancing this better or worse lets say 14 degrees?
whats the risks if any? as iv heard that the faster the distributer advances the better performance or is this just talk?

By advancing timing theres also the risk of increasing detonation at which point hopefully the ecu will remove some and maybe through in a bit more fuel (detected by knock sensor) thus no increase in performance.

Workmate seemed to think his AE92 16v 4AGE went better with about 14degrees timing but i think it was ace that commented that he was playing with a sivlertop 20v on a dyno and they got no gains?

yeah 10-12 is fine, 20v do like heaps of timing up in the rpm... but the problem is the stock ecu throws heaps of timing at them down low were there prone to detonate so you could damage your pistons and you wont gain anything as the ecu will pull timing out.
From 8-12deg or so range the engine put out the same power with-in 1kw atw going any further it started losing power as the ecu pulling timing out.

ps. my engine with 0 advance and 0 ign timing made a constant 25kw through the revs haha
