Tuccius says that two of Hermann's lieutenants, Hans and Osvius, collected the last payment. ---------- A check of the town records about the feud between Edith and Geminus shows that it started when a stream shifted course. The deeds to their respective properties say the boundry ran along the stream from the old wagon bridge to where both their properties abut public land. When the stream shifted Geminus claimed the land that's now on his side of the water while Edith insisted that the stream was just the marker for the boundry and the old bed still marks the property line. Since both Edith's husband and Geminus's father, who negotiated the land deal, are dead there's no way of checking the original intent. There have been incidents of one side or the other's slaves being beaten for "trespassing" and exchanged accusations of pig theft, but nothing's been proven so far. |

I send my men to question Hans and Osvius on their tactics and on their motives in their collection. Shifting streams redrawing borders: happens so often you'd think there'd be a set protocol for dealing with it. |

When questioned, Hans and Osvius insist that Tuccius volunteered the money, said he wanted to help the stevedores out while the government was being unreasonable about the desecration of the grove. They say that as a builder of temples he respected the piety of the German folk. Hans adds that he thinks Tuccius was actually trying to buy the stevedores off, but he can't be sure of that -- Hermann did all the negotiating with him. |

Well I know their version of the story is inaccurate. If they're not lying themselves, Tuccius lied to them. In the latter case we have a double agent of some sort. Germanicus, please learn what you can of Hermann's negotiations with Tuccius. Lady Arria, I believe we should coordinate closely on getting to the bottom of this. Sniffing out treachery is more nearly related to your line of work than mine, I believe. |

Yes my lord prefect, I'll see what can be shaken loose ---------------------------------------------------------------------------------------------------- Ok I'm going to track down Hermann's known associates and start there first as well as look into Tuccius' history with more detail, see what his history is as well as what he has been involved in, and I'm going to make a point of asking slaves where possible in a discrete fashion, they could know things that their masters won't admit. |

Look into tax records (even the relatively lax Roman civil service kept those), talk to business partners, have some people quietly tail him, slum it up again in the bars and dives to ask around about word on the street, and find out from the temples which one he gives to most and when he does, if I find something like him giving a lot of weapons and animals to a grove of Wotan around the Spring Equinox that is one hell of an alarm bell. OOC: Spring Equinox time was about when Germanic Pagans, Vikings in particular, held sigrblots, which were basically ceremonies, sacrifice, ritual, and sumbel done before the raiding season when you would go out and kill lots of people. If someone is observing sigrblot in the Roman Empire who is not in the military then something is up. |

Tuccius is very publicly devout, making regular sacrifices at all the Roman temples. He pays particular attention to Vulcan (the god of craftsmen) and Neptune (since so much of his building material is shipped by sea). The tax records indicate that he's not hugely rich (solidly middle class, but not anywhere near what he'd need for equestrian status), but the dockworkers do talk about the luxury items like fine Falernian wine he has shipped in. A little discrete bribe money spread among Tuccius's slaves confirms the Falernian wine story. There's disagreement about the shakedown money story. A Kurdish slave named Rustam confirms Tuccius's version of events, while an African slave named Hanno says the stevedores were telling the truth. Tuccius's business partners say he's a good architect, though irritatingly bossy to men he should be treating as equals. He was quite vocal among them in his desire to show the Germans who's boss. "It's like they don't even remember who won the war." C. Cassianus Crito complains that Tuccius spends far too much money on injured workers. "How he expects us to make a profit when he tosses silver around like that is beyond me, but he never listens to us -- we're just his partners." ---- Horsa did indeed make a large sacrifice to Wotan at the Equinox, though no weapons beyond the usual for such ceremonies were noted. His tennant farmers still call him "the Jarl" (the Earl) though under Roman law he doesn't have chieftain status. He's been known to complain that things were better when the landowners got together in a Mot and decided on local law than they are now that one appointed official gets to make the decisions, though he was a little boy when the last Mot met. ----- Who does Livia talk to? |

Jarl, indeed. Putting on airs far past his station I think. Perfect, he is flagrantly undermining Rome's power with his own tenants and it has begun to spread to the other farms and plantations. You shouldn't allow him to him foment rebellion among his sharecroppers with his stories of cattle raids, pillaging and other supposedly glorious deeds of the past. We need these plebs quiet and working not pining for the past. I mean who won the war anyway? You must act quickly before it spreads to other farms and plantations. I see that construction has begun on the temple. It certainly will be glorious and what a fine place for it. |

I hear too much bad about Horsa and no one to defend him. He will be seized for his sedition and his property taken. I want a good deal of it administered as largesse to secure the goodwill of the people, especially those who have been contaminated by him. Of course a share will also be given to Alfredus as reward for his information. A bonus for Germanicus as well. The matter of the other snake in the grass, Tuccius, will require more thought. |

As a precaution I am putting the city guard on full alert as soon as Horsa is brought in as well as keeping track of who can be counted as loyal members of the Guard as well as if Horsa or Tuccius are in regular contact with any members of the Guard. I'm also going to look into this money Tuccius is spending on injured workers, sounds like an easy means to create one hell of a slush fund. |
