commandline, use cmd.exe and enter:
adxencd.exe input.wav -lps*loop start sample* -lpe*loop end sample*

Noob here, what program should I use to view the wave samples?

I use wavepad myself, if I zoom in all the way it'll show the sample number where the marker is. I think Audacity might do it too, I'm not sure

Audacity is fine. It has the feature to change the time format into sample and I already test it and it work really well.

I personally use BrawlBox. lot simpler to set the points than audacity or any music editor for that matter :p
