The Senate Procedures Act
An Act for the Procedures of Lawmaking in the Senate

Section I: Proposals
1.Senators will post each proposal of an act, a repeal of an act, or an amendment to a passed act as a new and independent Topic within the Senate Forum, with a relevant title.
2.Upon posting, debate may begin, and continue, by any Senator on the proposal in the Topic.

Section II: Voting
1.To bring a developed proposal to a vote, a Senator must reply, “I motion this to a vote,” with the completed proposal (in the same reply).
2.Upon motioning, each Senator may reply any of the three following, to signal intent:
a.Aye – to vote in favor of passing
b.Nay – to vote against passing
c.Abstain – to not vote, which will not be counted in final consideration of passage
3.Senators will have 48 hours from the time of motion to vote. Those who do not vote will be counted as abstentions
4.Should the Nays make a majority, the proposal shall be defeated and closed.
5.In the case of a tie, the Premier my vote on the motion, with the same choices as above, within 24 hours of the close of voting for Senators (or between 48 and 72 hours after the motion).
6.In the case of a tie after Premier vote, by either abstention or lack of vote, the proposal shall be defeated and closed.
7.Should the Ayes make a majority, the proposal shall be approved and closed.

Section III: Approval and Closure
1.Upon the approval of a proposal of an act or repeal of an act, it shall be numbered and recorded in the Role of Laws, with the date and time of passage, and positions of the Senators, and if included Premier, listed by Senator alphabetically, in the order of Aye, Nay, Abstain, or No Vote, and the Premier last.
a.In the case of repeal, the repealed act shall be struck out, but not deleted from the Role of Laws, with a Note below the act signaling which act repealed it.
2.Upon the approval of an amendment to an already passed act, the amendment shall be listed beneath the votes of the act it amends, with its own records of votes, as stated above
3.Upon the closure of a proposal, approved or defeated, replies to the Topic will not be allowed. If a Senator wishes to discuss the proposal in an official fashion, it must be done in a new Topic.
a.Exception: If a Senator or Premier recorded in the official role of an approved proposal that did not vote Aye would like to change their vote to Aye, officially, at a future time in which they hold the same office, they may reply within the closed Topic that they wish to do so. This shall be reflected in the Role of Laws by noting the date and time immediately after their original vote.
