The signing of the Cultural Exchange Treaty had been a great feeling and Minister of Education Malka McCraken packed her bags and prepared to return home her mobile phone rang, it was the ringtone that she reserved for official duties.

"Hello" she said picking up the phone.

"Malka, it's the Queen, can you speak" the voice on the other end said.

"Yeah" the phone went silent before the Queen came on.

"Malka, good work in the CETO thing, you've done our nation a big favour, and me." Sonia said from the Teutonic Union.

"Thank you Your Majesty."

"Now, I need to ask another favour, I'd like Niklaus Silva to come and meet their royalty, see if we can't get beyond just a cultural treaty, could you stay on, make the introductions and the like?"

"I'd be honoured" Malka said, it had been some time since she'd worked with the Foreign Minister but as she ended the call she was rather looking forward to it. She made her way back up towards the royal palace and handed over a written request to have a meeting between the Queen and the delegation from Morheim. The letter delivered she made her way back to her hotel and booked a second room for Niklaus' arrival that evening.

Alison was only too happy to meet with the Foreign Minister and Malka, she'd enjoyed meeting their Education Minister the day before and believed firmly that Morheim was a nation they could do business with, well ok they had some strange religious ideas but Alison was happy to look past things like that after all each to their own she mused as she sat finishing her breakfast. She'd arranged to meet the Morheim delegation later that day but first caught up with her younger sister Jessica. "I'd like you to come along Jess" Alison said as the younger Cullen finished putting away some riding gear in the stables.

"Fine, not like I had plans or anything" Jessica said in a sulk, she had planned to drive up into the mountains and hang out with some of her friends, but Alison had been trying to make her take some responsibility and it seemed the easiest course of action was to simply shrug and go along with it.

Now they both stood on the top step of the Palace awaiting the arrivals which Captain Fairbrother marshalled the Royal Lancastrian's into formation ready for the arrival.

The grey car pulled up at the bottom of the steps and Malka stepped out accompanied by her Ministerial colleague Niklaus, the pair were both dressed in dark suits with the nations flag pinned on a badge on their lapels. Malka had a small bag over her shoulder while Niklaus carried a deep red leather briefcase. They both nodded to the Guards and walked to the top of the stairs. "Your Majesty, Your Highness" Malka said bowing to Queen Alison and the Princess Jessica. "I'd like to thank you for agreeing to meet us on such short notice, I know my own Queen was only too keen to build upon the CETO signing and extend our nations friendship. If I may I'd like to introduce Foreign Minister Niklaus Silva" she stepped aside.

"A great honour to meet you Your Majesty" he said formally bowing, "On behalf of Queen Sonia I'd like to extend our congratulations on getting CETO set up, we look forward to making the most of it." he quickly opened the briefcase and took out a scroll, he put the briefcase down on the steps. "Her Majesty asked me to present you with this, please accept it as a token of our friendship" he unrolled it, brightly decorated it was a manuscript written on parchment and in a language he doubted the Queen could understand. "In the tradition of our nation all our religious texts are hand written and decorated by those dedicating themselves to the faith, today it is only those texts used in places of worship that carry that on but we have a great many artisans who are skilled in the process. That is a copy of the CETO treaty you drafted in Morheimian and decorated with images we believe relevant to your nation. I know it is no grand gift but I hope it is something you will accept with our nations respects." He bowed once more having presented the document for the Queen's approval.

"Its a very kind and thoughtful gift" Queen Alison said putting the scroll carefully into the hands of the Royal Chamberlain as she took a box off of her sister. "It is customary to present gifts on the first meeting between nations and so I'd like to offer you these." she pulled back the box and revealed two brooches, the first the typical small golden eagle of United Moreland, there sat next to it carefully made out of gold and sapphire was one bearing the emblem of Venus from off the Morheim flag. "I hope that the symbol of them together is an omen for our nations futures." She closed the lid again having given it to Niklaus before leading them through to the Royal Office inside the palace, she motioned for them to get seated as she fetched a bottle of wine from the cabinet. "Perhaps a toast to new beginnings" she said filling everyone's glasses. "Now may I begin by saying how delighted I was at you attending the CETO meeting and I'm grateful you signed, I think our two nations will see eye to eye on a great many things and I hope that we can examine ways of establishing diplomatic ties between our nations, is that something you believe your Queen would support?"

"Absolutely" Niklaus responded, "Her Majesty is already in the Teutonic Union and is very excited about an agreement she's made with their Emperor and I know she would like something similar to happen with United Moreland. You see what they have agreed is essentially to revive an old tradition, rather than the traditional ambassador roles the Queen and Emperor have agreed to exchange Emissaries, essentially an ambassador residing inside the Palace and considered part of the old fashioned royal court, she believes it will allow closer relations between nations should the ambassador feel part of a community of diplomats, sadly it seems the same deal has been turned down by our neighbours the DEN but you would make it two nations who have accepted if you wish. I know Her Majesty would enjoy having someone from your nation come and share their knowledge of United Moreland with us and also bring a splash of your culture to the Palace. She would though want any diplomatic deal to matched by both sides. Is this something that would appeal to Your Majesty, if not you need only say the word, we won't be offended."

"I can think of several of our nations minor nobles who would love this kind of opportunity, we would of course also be delighted to host someone from your nation, it'd make the Palace a bit more of an exciting place to be for sure, usually these days its just used for big meetings such as this, otherwise it's usually just me, Anna and Jessica rattling round the place as Robert's usually away playing soldier. When can they arrive?"

"Now I know like us you've been keeping a rather low profile with all this Japao stuff, but perhaps you could give me the insight of another neutral nation? What's your take on all this?"

"It's a wildfire waiting to happen" Niklaus said, "If you'd permit me to explain, we've seen several nations who you would normally think would be outside the situation suddenly find reasons to get involved, and unlike yourself not by sending people intent on speaking with peace as their first thought. Now we've see submarine games, aircraft carriers heading south, my concern is that when we'd normally have had two nations usually willing to sit down and chat, one of them fearing the military of another, while the other holds some trade significance with the wider world we'll now see various treaty mates and allies dragged in making both more confident and less willing to back down. Our concern in Morheim would be the humanitarian aspect as lets face it the Khanate do not have a glowing reputation for treating civilians and POW's well."

"However we had hoped that seeing as we have similar opinions about many things our nations could begin down a path of closer co-operation" Malka interrupted. "If I may get back to the idea of ambassadors, it would appear that our Queen and Emperor Hans of the Teutonic Union have signed a treaty giving co-operation in sharing criminal intelligence and economic co-operation, Queen Sonia in her wisdom would like to make this the foundation of a three, or possibly more way treaty. Now if you would permit would you be happy for the Queen and the Emperor to make their way here and discuss this idea with you?"

The mention of the multi national talks took Alison by surprise. "Well it's certainly flattering to be considered worthy of an idea such as this" she said politely. "I'd of course be happy to host them both, even if this is a matter we decide not to pursue I believe it provides an opportunity to further relations between our nations, when would they arrive?"

"I believe that Her Majesty is finishing up her visit in the Teutonic Union as we speak and that once her husband and children are on the way back home she'll fly here with Emperor Hans, of course if that fits in with what you would be prepared for?"

The Emperor Hans Huber and Queen Sonia had both said their goodbyes to family at Thale Airport before making the journey to Lancaster. The Queen of Morheim had decided to travel alone it would be a good chance to get to know the Emperor and cement ties with her nations newest friend. The flight over had of course been incident free and the pair had spent it chatting about their families and enjoying a game of cards. The black aircraft began its descent into Lancaster. "Do you think we'll have much success?" Hans asked beginning to feel nervous, their big plan of a grand union between three nations was one that would do much to change the fortunes of their homelands and that was no small thing.

"I'm hoping so" Sonia said sharing the Emperor's nerves. She was confident they could persuade Queen Alison of the positive aspects of the proposed treaty, however she'd seen how United Moreland's monarch had attacked the idea of the UCA, and now they had to persuade her to form another international organisation. In Sonia's mind though Queen Alison would be an ideal addition, she had tried repeatedly to form international treaties and this one seemed to have connections to many of her ideas. "I think we've got an excellent chance, its an organisation I think can do a lot for the world, not just us three" she lifted her briefcase down out of the locker and checked its contents.

By now the aircraft had come to a halt and they could hear the steps being brought up alongside. They both pulled on their jackets, a smart black suit for Emperor Hans and a pastel blue skirt and matching jacket for the Queen. The Teutonic Union's Air Force steward stood by the door and opened it to allow the royals to deplane. "After you" Hans said standing aside as a gentleman.

"Thank You" Sonia said stepping outside and waiting for the Emperor to join her, "Well lets go make a little bit of history" she said as she descended the steps side by side with Hans so that they both set foot in Lancaster together.
