The signing of the Cultural Exchange Treaty had been a great feeling and Minister of Education Malka McCraken packed her bags and prepared to return home her mobile phone rang, it was the ringtone that she reserved for official duties. "Hello" she said picking up the phone. "Malka, it's the Queen, can you speak" the voice on the other end said. "Yeah" the phone went silent before the Queen came on. "Malka, good work in the CETO thing, you've done our nation a big favour, and me." Sonia said from the Teutonic Union. "Thank you Your Majesty." "Now, I need to ask another favour, I'd like Niklaus Silva to come and meet their royalty, see if we can't get beyond just a cultural treaty, could you stay on, make the introductions and the like?" "I'd be honoured" Malka said, it had been some time since she'd worked with the Foreign Minister but as she ended the call she was rather looking forward to it. She made her way back up towards the royal palace and handed over a written request to have a meeting between the Queen and the delegation from Morheim. The letter delivered she made her way back to her hotel and booked a second room for Niklaus' arrival that evening. |

Alison had never welcomed two Head's of State at the same time and made her way towards them, "Welcome to Lancaster" she said as the band began playing some music, they had decided to play something jolly rather than a national anthem as they didn't wish to offend one by playing their anthem first. Alison turned and introduced her sister Princess Jessica to the two of them before leading them to the waiting car. "I'm delighted to have been considered as a worthy partner for this little scheme of yours, the outline I was given does sound intriguing so I look forward to seeing your draft. Now if I understand correctly somethings already exist between your two nations, would I be permitted to know this before I read the document, I doubt it will have any impact on my thoughts but I'd prefer to know all the facts." The car reached the Palace and the Queen escorted her guests into her office waiting for them to be seated, "Now, if I can get you anything just ask, otherwise may I see what it is your hoping to get United Moreland on board for?" |

"Straight to business I see" Hans said as he poured himself a coffee. He placed his briefcase on the table and opened it removing a smart leather bound folder. "You'll find a copy in there" He slid it over to Queen Alison. "Now as for the agreement myself and Queen Sonia have in place it is essentially the intelligence sharing and economic sections of this. We even have an Article in place stating "Should the proposed League of Monarchs be established this treaty shall be null and void once both nations become full members. " Therefore there should be no problems regardless of what we agree, assuming of course the League springs into existence." Hans took a sip of his coffee. "You'll notice that several organisations have been established in the charter giving a location, these were selected based on the strengths of each nation, if I may explain. Thale is already a hub for multi-Kingdom politics back home, therefore we already have facilities that can accommodate such a organisation as the Council, Lancaster was choosen for the LoMII as your nations military have a reputation as being amongst the best trained , LoMEF was placed in Morheim as they have shown economic foresight with their Free Trade Zone , LoMECB in Lancaster because of it being the home of CETO, the two organisations will compliment each other well. Meanwhile Port Moreland is the most central point of the organisation so seemed a reasonable place for the humanitarian element we had planned, now of course we'd be happy to re-organise if it places a burden upon you?" |

OOC- I'm assuming its the one posted in the other thread? If not give me a yell and I'll change it. "The majority of the document I can agree with without to much difficulty." the Queen began. "However we do have a few things we would like to see" She scribbled on the piece of headed notepaper she carried and handed it to the Emperor and Queen.
"If those are agreeable then we have a deal." Alison said sitting back and pouring herself a glass of water. |

"From the Unions point of view I would not have any issue with these further amendments, we're interested in space programmes, we're currently working on a few probes, the concept of a military liason seems sensible, and the location is one we have no issue with. The various staging posts also seems a prudent move." Hans said turning the document to Queen Sonia. |

Sonia looked at the proposals. "I have no issue with these amendments" she slid the document back towards Alison, "I assume then we have a deal, regardless of that I already have a proposal for both of your regarding a major joint international project, as such I believe it could be the first project looked at by LoMECB. We wish to place infrometers in as many nations as possible, my niece persuaded DEN, perhaps once we sign this I can persuade both of you to join that project." |

"Well I think this is something we can live with." Alison replied, "Now if we're agreed I think that something as significant as this needs a formal signing ceremony, I'd be only to happy to have it arranged as soon as possible." |

"Well, a moment uniting three nations, and laying the foundations for further co-operation deserves some kind of fanfare." Hans said happy that things had gone so smoothly. "Perhaps we could get the three new additions added, then assemble the press and sign it, of course if Queen Sonia agrees?" Hans felt a slight rumble in his stomach, he'd eaten on the flight so he put it down to excitement rather than hunger, now it was just left to the Queen of Morheim. |

spoiler=proposed charter] The nations signing this Treaty hereby agree to establish the League of Monarchs (LoM), an organisation dedicated to peaceful co-existence and prosperity for all nations. The organisation has seven key aims. 1. Finding peaceful resolution to conflicts, and maintaining stability in the world. this will also include strengthening mutual confidence and friendship among the Parties. 2. Coordinating actions to combat international terrorism, extremism and cross-border crimes 3. Promoting effective regional and bilateral cooperation in all areas of common interest; 4.Creating favourable conditions for trade and investment, aiming for comprehensive and balanced economic growth, social and cultural development; 5. Expanding interaction in the fields of science, technology, education, health, culture, sports and tourism 6.Promoting exchange of relevant legal information and enhancing legal cooperation. MEMBERSHIP There shall be two levels of Membership. 1. A Full Member shall be any nation that has a form of monarchy and has received the approval of 65% of members. A full member is part of all organisations outlined in this charter and has the power to propose, debate and vote on any matter. 2. Associate Membership is available to any nation regardless of whether a monarchy or Republic. An Associate Member may join three organisations outlined in this charter. They have the power to propose and debate but may not vote. They agree to abide by the charter sections relevant to the organisations they join. An Associate Member will be admitted with the approval of 65% of Full Members. ARTICLE 1. - THE LEAGUE COUNCIL 1.1 A Council will be established which will be based in Thale, Teutonic Union. 1.2 Each nation shall appoint an ambassador to speak and vote (if a full member) on their behalf. 1.3 The Council shall act as an arbiter between nations. 1.4 Any nation may propose a resolution aimed at solving problems. 1.5 The League shall debate, amend and vote on resolutions. 1.6 It is expected that member nations act upon resolutions successfully passed. ARTICLE 2 - League of Monarch Intelligence Institute (LoMII) 2.1 LoMII will be established in Lancaster, United Moreland. This organisation will be a conduit through which nations will share intelligence on terrorism, extremism and cross boarder crimes. 2.2 Each nation shall appoint a military officer to the LoMII 2.3 LoMII nations agree to extradite suspected criminals on presentation of an arrest warrant, evidence of probable cause and a guarantee that the following will not take place a) Torture b) Unfair Trial c) Death Penalty 2.4 LoMII nations agree to undertake regular counter-terrorism exercises to maintain readiness 2.5 LoMII nations shall meet together during times of crisis to co-ordinate responses. This shall include the use of military force. ARTICLE 3 -League of Monarchs Economic Forum (LoMEF) 3.1 League of Monarchs Economic Forum (LoMEF) shall be established in Queenstown, Morheim 3.2 Each nation shall appoint a liaison to the LoMEF 3.3 LoMEF shall meet at regular intervals to discuss economic co-operation. 3.4 LoMEF shall make recommendations for improving economic co-operation between member nations, however these recommendations shall be non binding. 3.5 A LoMEF nation's companies may invest in any other LoMEF nation so long as they meet the following criteria a) They are not deemed a risk to national security b) They comply with local laws including those connected to taxation c) They agree that at least 70% of their staff shall be recruited from the host nation within 3 years. 3.6 LoMEF nations agree that fast track visas for business purposes shall be arranged. 3.7 LoMEF nations agree to discuss the issue of sanctions before imposing any on any other nation, regardless of whether they are a LoMEF nation. ARTICLE 4 - Expanding interaction in the fields of science, technology, education, health, culture, sports and tourism 5.1 The League of Monarchs Education & Culture Board (LoMECB) shall be established in Lancaster, United Moreland 5.2 The LoMECB shall be staffed by members of all nations. 5.3 The LoMECB shall organise the sharing of historical, scientific, technological and health information. 5.4 The LoMECB shall organise at least one joint scientific project each year. 5.5 Member nations agree to fast track visas for citizens of other member nations in so far as the person applying meets the following criteria 1. Does not have a criminal record 2. Is not deemed to pose a threat to the nation they are visiting. 3. Complies with all local travel restrictions/conditions 5.6 Every two years an LoMECB of sport shall be held with each nation taking it in turns to host. 5.7 - The LoMECB shall co-ordinate research into Space Programmes and share information between each member nation. This shall also include the sharing of facilities as requested and if practical. ARTICLE 7 - Mutual Defence 7.1 The League of Monarchs High Command (LoMHC) shall be established with bases in each member nation 7.2 LoMHC nations agree to work together to defend each other, to this end an attack on one nation shall be considered an attack on all nations. 7.3 LoMHC nations agree to maintain a portion of their military on standby for deployment in times of crisis. 7.4 LoMHC nations agree to annual military exercises to promote co-operation. 7.5 LoMHC nations agree to an annual secondment of twenty members of each military branch being part of a secondment to every other LOHMC nation. 7.6 LoMHC nations agree to undertake talks on military procurement prior to any nation making decisions. 7.7 LoMHC nations agree to inform each other of military actions as soon as operationally practically. 7.8 - A Joint Planning Centre (JPC) shall be established in Morheim where each member nation shall base a senior officer to act as liaison between members Armed Forces. Article 8 - Responding to humanitarian crisis. 8.1- Member nations agree to establish the League of Monarchs Aid Organisation (LoMAO) which shall be head-quartered in Port Moreland 8.2 Member nations agree to commit resources to respond to any humanitarian crisis in other member nations. 8.3 LoMAO shall consider actions to present a united response to humanitarian crisis taking place in non member nations. 8.4 LoMAO nations agree to undertake regular drills for potential crisis. 8.5 LoMAO shall acquire a civilian naval fleet for operations. 8.6 LoMAO shall deploy only with the agreement of a majority of full members. 8.7 - Each nation shall make available a facility to be used by LoMAO in order to keep supplies of equipment and vehicles ready for deployment should situations arise ARTICLE 9 Encouraging interaction of mass media and other means of communication; 9.1 Each nation agrees to keep and allow a fully functioning embassy from each member state in their capital. 9.2 Visiting diplomats are to be afforded all rights and protections in accordance with international law. 9.3 Member nations agree to not censor media from other member nations provided it does not breach local laws. ARTICLE 10 - Reassessing, redrafting and reaffirming the Charter 10.1 The Charter may be changed at any time following a proposal by a member, either Native or Associate. 10.2 Proposed changes are to be debated in the League Council 10.3 A vote on proposed changes requires a 3/4 agreement of Full Members to come into effect [/spoiler] "Very good" Sonia beamed, "The additions are added, everyone is in agreement. Charter of the League of Monarchs The media had been gathered at the Palace, they'd been told something significant was happening between the three nations but not the whole story, after all there had to be some manner of surprise. Three podiums had been arranged at the front of the Great Hall, a table in front with three scrolls, one for each nation in their own language. Once the Royal Chamberlain gave Alison the signal she entered alongside Emperor Hans and Queen Sonia, they each took a position behind one of the podiums bearing their own coat of arms. Hans was in the centre flanked by the two Queens, in the eyes of the royal press secretary it would give a better symmetry to the picture. "Ladies and Gentleman of the press, I will not speak for long, we have asked you to come and witness the creation of the League of Monarchs, for my part I intend to not talk about the organisation as it was an oppurtunity brought to me by Emperor Hans of the Teutonic Union and Queen Sonia of the Queendom of Morheim, I'm just proud to be able to sign their idea into life and for Lancaster to be the venue." with that the Queen stepped forward and signed each document. "I yield to the two creators of this document I firmly believe can have a wide ranging impact on our world." |

Charter of the League of Monarchs Hans waited for the Queen to finish signing it and shook her hand as she returned. "I'm grateful for Queen Alison arranging this, the Union has viewed the way the Morelanders have tried to mediate the Japao situation and we firmly believe that this is a nation we can stand shoulder by shoulder with. I was delighted to host Queen Sonia and her family and glady can stand here calling Morheim our friend and ally. I am therefore delighted to think that I can now add United Moreland to that list. It is the foundation of a new organisation that I firmly believe can do much good in Audaxia, bringing prosperity, scientific advancement, disaster aid and the basis for international co-operation. With that I have no hesitation in adding my signature to that of Queen Alison." With that Hans stepped forward and removing a pen from his inside pocket signed each document before heading back to his podium. |
