Kurultai, The Forbidden City Guyuk Khan stood in his splendor at the airport runway just overlooking the recently arrived Gondor ambassador. The recent events surrounding the Biscalis region and the tiny kingdom of Japao had erupted a flare of aggressive military movements against the Divine Khanate, most of which hailed from lands far to the west. He had to admit, Japao and Ignatz had done a very good job in painting his nation in a negative light, drumming up support from a number of third parties ignorant to the true nature of the tragic event which had cost no less than four Khanate servicemen their lives. Now, it looked as if the entire west was moving eastward in a repeat of years of colonial aggression, using the excuse of Japao self-sovereignty to push their own imperialistic agendas towards a new horizon. Thus, it was a major imperative to seek an ally where an ally could be found. In the case of Gondor, a large nation which had traditionally had relatively cordial relations with the Khanate, the Khan was more than eager to invite the Gondor Heads of State to talk politics, tighter friendship and a mutual defensive military alliance to ensure that Eastern Sovereignty remained in Eastern hands. The Gondorian aircraft came to a stop and a staircase lowered to permit its VIP access to Khanate soil. Motioning for the two-hundred strong welcoming band to play the Gondor National Anthem, the Khan moved forward to greet his guest. "Hail Gondor! I welcome you to Kurultai, the Forbidden City - Capital of my Homeland and a proud recipient of your consideration." "I trust the flight went well, my friend? There is much to discuss about a friendship and alliance between our two Eastern Powers." |

The Gondorian Ambassador was no less than the Steward Johnathan Gray himself, the King's right hand man. He had had a good flight, and was wooed by the Majesty of the Forbidden City. The band was playing a wonderful tune, which he recognized as the Los Vatican national anthem. He saw the Khan, who was seemingly dressed in an exquisite Royal garb, calling out to him as he got off the plane. He went forward and met the sovereign, and held out his hand for a handshake. "Thank you for this most elegant and generous welcome, your Highness. Kurultai is a beautiful city, and I will enjoy getting to see it while we discuss things! My flight went quite well, thank you for asking. I believe that we do in fact have much to discuss about our coming alliance and friendship. I am Steward Johnathan Gray, by the way. I am second in command in Gondor. I will be handling the negotiations as the King is busy working with all nations around Audaxia simply to establish embassies and trade relations. But worry not. Guyuk Khan nodded respectfully to the steward, showing his to the direction of an awaiting limo. Settling himself down, he waited briefly before tapping on the window of the partition to signal his drive to go forward. "I'm very happy to host you, steward. We seldom receive visitors in Kurultai, but when we do we make sure to host them well." Kurultai was a large yet extremely orderly city that still boasted much of the old pagodas of the Ming Empire. Ancient architecture dating from two millenniums prior to the start of Common Era formed a distinct skeleton around which the modern steel and glass skyscrapers of the twenty-first century had been built around. For the purpose of the security, all civilian vehicles had been barred from the projected route. There were many citizens that were out on the streets to show their support for the Steward of Gondor's arrival. Tens of thousands of curious children and adults waved at the passing limosine, many of them bearing the colors of both the Khanate and the White Tree proudly as a show of unity. "From the looks of things, we should have had this meeting years ago. I apologize for the tardiness of this invitation, but it seems that time has only made the Vatian public more fond of your impending arrival." They approached the Imperial Palace, a massive fortress carved from Red Marble and furnished with no shortage of roses, lilies and creeping vines. The outer gates yielded with a simple wave from the limousine driver, revealing a lush series of gardens easily spanning twenty hectares of land. Peach trees - a favorite of the Khans - dotted the landscape in winding circular patterns. Rose bushes and hedges accentuated the ambiance of an artificial lake positioned just outside of the steps leading to the Imperial Palace. There was a spacious gazebo reserved for entertaining guests during fair weather. As the limosine approached the structure, it was evident that a large amount of food and refreshment had been prepared for the outdoor meeting. "I hope you enjoy noodles and dumplings, my good Steward. Fair weather in Kurultai generally calls for a bowl of noodles and copious quantities of fine wine." |

The Steward had been surprised at all the support that he had received as they had entered the city. He marveled at the sprawling mystique of Kurultai that had been set before him, and as the limo made its way to the Imperial Palace it became clear that their nations had always admired one another. The Khan was right, this meeting should've been earlier. "Yes, you're right. We could've had this meeting years ago and things would be no different than they are now." When they got to the Imperial Palace, he was impressed with the architecture. It wasn't originally Khanate architecture, as it had previously been owned by the Ming Dynasty, but it certainly had a Khanate flair to it. Johnathan especially liked the creeping vines and roses, as they contrasted one another with themes of light and dark, like Yin and Yang. As they approached the gazebo, the Steward saw the artificial lake and it brought to him memories of home when he used to fish and Yongbyon lake for trout and salmon. The feast that had been prepared for the two leaders at the gazebo looked delicious, and he was ready to get down to it. "I must state that this meal is absolutely fantastic. This beautiful weather and good grub will make for an easy conversation about the future of our two nations, together. So, what aspects of an alliance are you looking to have?" |

"The important aspects, I hope." He finished the first bowl of noodles within a matter of minutes, tucking in with his usual gusto despite the task at hand. "I don't think it's necessary to sum up the rest of the world's general opinion of the Khanate. The Japao Crisis, for example, has erupted into a horrendous press experience for my administration, painting us as unwashed barbarians thanks to the efforts of Vinitsian and Ignatz's vibrant media machine. When paired with the formation of this UCA organization - a poorly hidden pretense of expanding Maddoman interests eastwards - it makes for an uncomfortable beast to have in front of you." "Let me underline that while we have never had the best relations with the Kingdom of Japao - a nation that has long presented problems with regards to trade routes, fishing waters, offshore drilling sites and an unpleasant springboard for the import of the majority of the Khanate's illicit drugs - we are putting forth our best effort to avoid war. We've entertained Moreland's request for arbitration of the situation and will comply in the investigation to who is at fault to the best of our ability." "In spite of this, I cannot tolerate any military buildup so close to our mainland. Three nations have publicly went on record to voice their intent of stationing greater amounts of foreign troops in the island itself. If Maddoma builds an airbase and stations a fleet just one hundred kilometers away from our shores, I dare say that the temptation to further act in the international community's' best interest would be very tempting.." "We are not asking Gondor to help us invade any foreign country, my Steward. The Khanate has little interest in expansion in the 21st Century. Our borders are large and our people varied - more than seven different ethnicities and cultures live within our borders; our interest is in maintaiing peace and order in our lands." "But I point to the longstanding record of positive relations both the Khanate and Gondor have had since the beginning of the modern era. We've traded and occasionally assisted each other throughout the centuries with a wide variety of tasks. Never have we invaded or sought to impose our way of life on the other. Our ships and fishermen frequently visit each others' harbors with friendly intent - no missiles were ever fired nor were any harsh words exchanged." "As Khan I propose that we - the Khanate and Gondor - formally embrace the other in friendship and recognition of a common Eastern heritage and history by an alliance aimed at protecting the other from external forces' seeking to violate our sovereignty. A mutual self-defense pact and the establishment of cooperative economic efforts will defend our borders and our markets from the winds of time." "I also propose that we unite both our houses through marriage, to show our peoples that a new generation of leaders and visionaries will come through tighter ties between the Khanate and the White Tree. My late wife - Negar Schezera, died a decade ago from heart complications - and at sixty-five - I am still ready to take another empress." "The Khanate has slightly less people than the White Tree, but I assure you that our wealth of natural resources, industrial capability and technological base would be shared equally with the people of Gondor in the event of a union between both our peoples. Again, I assure you that with respect to the alliance - we, the Khanate - seek only to defend our borders and way of life from foreign influence. The Steward listened intently to the words of the Khan, and nodded his head as he made each point about how the alliance ought to be. Johnathan had finished his noodles as well, and was satisfied with the meal that had been brought to him. "Gondor also wishes mutual prosperity with the Khanate and is willing to accommodate you with much of what you have said. We too see the West's hypocrisy at work in the Japao Crisis. We voted against your nation's condemnation and sincerely hope that no harm will come out of this." "There is certainly danger brewing with the way that the Maddoman Empire wishes to spread its wings all the way to Japao and come so close to the Khanate and the White Tree. This alarms not only me but my King as well. Gondor appreciates the fact that the Khanate is civilized enough to entertain the investigation of the incident, but we feel that the Morelanders may just be looking for a way to further undermine your sovereignty." "The military buildup of the foreigners so close to our nations alarms me. They accuse the East of being the aggressors yet they are the ones sending troops and aircraft carriers right near us. With such things in close proximity, we must be vigilant and on guard. I am glad that you don't look for conquest, as that is no desire of Gondor's. I just hope the West doesn't decide to try to conquer us." "I too know of how long our nations have been friends. Our citizens have always had love for one another and relations go back more than 100 years. Our nations have never had any qualms with each other, so I affirm you, my Khan, that we are looking forward to this alliance." "An economic partnership and mutual defense pact would be welcomed in earnest by my people. We need to send a message to the West, specifically the Maddomans, that we are undaunted in the face of their blatant imperialism. With this Alliance our nations will prosper like never before." "As to the deal of a marriage uniting our Royal houses, there is an arrangement that can be made. The King's sister, who is only 30, is a very beautiful woman and wants to see the outside of Gondor. She has always dreamed of marrying a sovereign, so I imagine that she would be delighted to join you in marriage. I can assure you that she will be a good and obedient wife, as she has always treated others well." "Let us join our nations by blood and by pen. The technology and resources of Gondor will also be readily available to the Khanate as you have offered the same to us, friend. Gondor assures you that this alliance will be for mutual benefits to all and that we will enter a new golden age as the strongest alliance in Audaxia." |

"I am pleased that such a union will occur," the Khan clapped his hands aloud, summoning a servant bearing parchment and pens. "Rest assured that I will be a good and faithful husband to my lady, and that she will never need fear nor want for anything once she becomes my Empress." The servant presented the parchment to the two rulers before bowing low and taking her leave. "I met with Moreland's royal family earlier in the year," he added, "and though we hadn't achieved everything we could possibly want with their Kingdom, we nevertheless came to a friendly conclusion. I don't believe they've committed to a particular agenda yet, my Steward, other than the role of third party arbiter. They enjoy rules, regulations and specifics to a fault - but in this case, they at the very least have seen the UCA for what it is.. a farce. To their credit, they have refused to join the organization." "I'd rather have Morelander investigators pick around at the wreckage of our MiGs than a Maddoman kangaroo court tamper with specifics. But yes, I agree, we must send a message to the rest of the world of our intent to exist free of outside influence." "I believe a public announcement of our alliance and the marriage is in order, if His Majesty of Gondor agrees with this sentiment. I would be partial to inviting the world to bear witness to the political and physical union of Gondor and Khanate; a move which would irrevocably state our commitment to a united cause. Please tell my lady that I would love to host her at the Forbidden City and show her a tour of all seven provinces of the Khanate. Our biosphere and geography is extremely varied but lush with natural wildlife.. Her ladyship would likely appreciate a tour of our famous bamboo forests in the Korenjal Highlands, where the iconic Korenji Pandas nest. It give her an opportunity to familiarize herself with the people and nation she will be ruling in the near future, as well as an opportunity for me to delight in her company." "Secondly, I would suggest that our two powers begin cooperative maneuvers to familiarize our two armed forces with one another and develop a cohesive strategic defense doctrine incorporating all our assets. I'll be the first to state that while our navy is large, we are unfamiliar with long distance deployments and power projection - instead preferring to utilize the Imperial Navy for maintaining the safety of our territorial waters." "For this very reason, I suggest that a joint Khanate-Gondor long distance 'cruise' be afforded to familiarize ourselves with blue water projection. We have many submarines which could be afforded to such an endeavor. It would let them know that if they are to send so much men and material our direction, we have the same capability as well." "There are a number of unclaimed islands which could serve as viable forward operating posts to buffer the threat of invasion. Together, we could identify a few and consider whether or not to pursue base construction there." "Thirdly, we would like to extend to Gondor the option of being included in our current anti-ballistic missile defense system enacted since 1990. Recognizing the threat of intercontinental ballistic missiles, our scientists and engineers developed a working intercept system using our existing launch silos. It incorporates satellites to observe, detect and track unfriendly rockets while targeting them for intercept. Our ground based missiles fire upwards and obliterate the threat high in the stratosphere with minimal fallout.." "I know Moreland and Vinitsia have developed a very advanced concept in the last few months.. We recognize this and are undergoing research initiatives to enhance our current system to Twenty-First Century Standards. With Gondor help, we likely will solve the problem of mass ICBM bombardment and upgrade the working intercept system to something comparable to what Moreland and Vinitsia have." He took the parchment and pens that were given to them and set them on the table near him. "I also am glad that the Morelanders see enough sense not to join that corrupt UCA or the dimwits of the Maddoman Empire. Perhaps if their findings favor the Khanate, we can use that as momentum to further relations with the Morelanders. Time is in our favor, as my Lord Helm Guardian Nyguno Hong is currently meeting with their Princess in Port Moreland as we speak. I believe that his negotiating skills will prove a boon in this dark and troubled time. The UCA isn't as sharp as they might presume, and hopefully this investigation will prove that." "As to the announcement of the marriage and alliance, we can announce it as soon as we've outlined what all will be written down in our agreements. Publication of the wedding is a brilliant idea, and I'm sure that even our enemies might come to witness such a historic event! We need to make a statement that we are being as strong in the face of pressure as is possible. As far as her Ladyship goes, she would undoubtedly love to see the natural beauty of the Khanate. Your nation is a beautiful and diverse one, so I think that anyone would be a fool not to see as much as there is to see. She will certainly delight in your company, as she is a gentle and kind soul who shows love to everyone she meets." "Gondor's Navy isn't quite what the Khanate's is at this point, but it is certainly formidable. We are in the process of modernization of 6 aircraft carriers, and once we have them ready to go, we will be happy to do a blue water projection cruise with the Khanate. A strategy for mutual defense is definitely a top prerogative of His Majesty, so we will be open to helping you in any ways that we can. With regards to sending our navies out near the waters of the West, I say that it is a good concept. We want to make sure that everyone understands that we won't be pushed around in the face of smaller nations showing off at us. We cannot tolerate such provocations." "As to the building of bases on unclaimed islands, that is a decision that I must defer to his Majesty upon further consideration. It is not under my authority to direct the military to build itself up in any way other than we have already discussed. I hope the King accepts, but he is a hard man to gauge. You will see when you meet him." "We appreciate your offer of including us in your missile defense system, but Gondor already operates its own comprehensive anti ballistic missile defense system. It works much the same as yours does, and we are confident in its abilities for the moment. Our scientists are planning a new, highly advanced anti ballistic missile system, which will use a gimbaled guidance system based on a hit-to-kill objective. It will be using an ordinary rocket motor with a thrust-vectoring nozzle to improve maneuverability. It is a cheap and effective concept which will be able to intercept ICBMs at a height of 100 kilometers, possibly higher. It will be so advanced that it will be capable of body-to-body sensor assisted remote control Exoatmospheric kills. This missile system will effectively eliminate the threat of a nuclear strike on Gondor, and we would be more than happy to work with the Khanate on developing missile defense systems to protect us from Armageddon." |

The Steward looked over the treaties individually, examining them for anything amiss. Each document had its own purpose and features. Steward Gray knew that to sign his Treaty was to begin a bond with the Khanate that would be quite close. No, he wouldn't sign them. It didn't feel right. It wasn't his place to do so. "Your Divineness, if I may, I would not sign these treaties in the absence of my King. If we send for him, he will be here as soon as he can. A matter of hours, in fact. While I could sign these treaties, it only feels appropriate to me to let Eldarion ink the alliance himself, as well as suggest any amendments or revisions to the various treaties that he sees fit." |
