Port Moreland had only been sovereign territory of United Moreland a few months, but already the city was beginning to fill up, hardly any locals had left preferring to see what opportunities the new government would bring as well as having nowhere else to really go. The people of the United Moreland business community had taken the chance too, several shiny new office buildings that had laid empty under the former Zimalian government where now full of workers from both cultures.

The Central Business District was built around a large beautiful marina into which HMS Majesty was moored. The ship had made the short voyage following the signing of the Cultural Exchange Treaty and now Princess Anna was enjoying a relaxing early morning Green Tea on its rear deck. While the weather at home in Lancaster was always a bit hit and miss this time of year the Port Moreland sunshine was a pleasant treat. She finished reading her morning paper while eating some toast before draining her tea and making her way dockside. "Good morning Your Highness" Piper McKenna the nations Foreign Minister said as she came strolling along the dockside.

"Morning Piper" Anna said as she put the thin linen jacket on over the top of her loose fitting pale blue dress. "We all set?"

"Yes Ma'am" Piper said with relish, she always enjoyed meetings like this, "We'll be at the airport in 20minutes, the police are going to convoy us, once there a small detachment of the Royal Lancastrians have been flown in for the honour guard, we pick up there delegation and then its coffee and cake on the roof of the cities highest hotel the Zanzibar, we've also booked them a floor for in case they wish to stay, Captain Marshall of the Royal Moreland Scouts is attached to them as security liason."

"He the guy with the ginger beard or the one whose about 7ft tall." Anna asked as they entered the second of the large Black SUV's, thanfully equipped with air conditioning.

"The ginger one, beside Bennett is only about 6ft Ma'am" she smiled

"Everyone's tall compared to me" Anna said as the car began to pull off. A few locals in the down town areas waved noticing the car with the flags on knowing it was the royalty, it was strange at first to the locals to have a monarch and royal family but after a few weeks of the youngest Cullen, Princess Jessica basing herself here the locals had got to like the youngest Cullen and by association the others. The car arrived at the airport, it was far too large for what was needed, capable of handling hundreds of international flights a day but with the exception of a few cargo aircraft and the twice daily flight to United Moreland very little used the place at the moment.

Anna exited the car and the Royal Lancastrians in their immaculate red jackets snapped to attention, even in the heat not a single man moved, they'd discovered the day before that standing around for a long time in the heat meant the dye in the red jackets would rub off onto their skin and many of them now began imagining having to clean the red lines from out the shower blocks back at the barracks. Still they were each proud to wear the scarlet jacket that denoted them of being the descendents of those men who had united the Kingdom nearly 300 years earlier and fought alongside Anna's great, great, etc grandfather Joseph Cullen. Anna asked them to be stood at ease and began chatting to some of them while they waited, another black SUV arrived and two uncomfortably suited men got out, Captain Marshall and his Sergeant, the giant Sgt. Bennett. The two men
came over to the royal party.

"Ma'am, we've just come from the tower, VIP's are inbound, Bennett here will be watching over you, I'll be with the guests." the Scouts as well as being the nations elite fighting force were also responsible for providing royal bodyguards and ensuring the safety of VIP's. It was a role none of them really enjoyed as it required them to be aware of protocol, something the very laid back Scouts didn't enjoy.

"Boss man" the Sergeant said pointing up at the incoming aircraft that was on final approach. "Better get yourself squared away, your guys here." the two men retreated to stand behind the Princess as the Lancastrian's formed up again.

The aircraft touched down and came to a stop and a small local school choir began singing the Gondor national anthem, they'd been practising for days. The anthem had been given a rather unusual twist as the school children were more used to local African style singing than that of a nation like Gondor, never the less the Princess enjoyed it and took up position to greet her guests.

"Well" Anna slid her tablet across the table to her guest, "How about this as a starting point for negotiations, I always find it easier to start with a few things on the page rather than a blank piece of paper. It is essentially very similar to the Treaty we have with Vinitsia, it is though merely a draft, I'm all ears as to any proposed additions, changes or re-wordings"

Nyguno looked over the proposed treaty, and saw that it was just like the one that they had recently signed with Vinitsia. He liked the deal, and nodded as he finished reading it; however, he did feel as though there were a little bit of wiggle room to negotiating a bit of a better deal. Hong was more experienced than his King, and he felt that he could haggle with the Princess and Foreign Minister.

"Hmm. Yes, there is something I see that I'd like to propose a revision to. While I believe that large tariffs are bad for business and the free market, no tariffs means no regulations on the flow of goods and services, enabling crony capitalism to take place as well as people taking advantage of our hospitable market. That being said, I would like to propose that punitive import tariffs be allowed by both countries so that not only are our home economies protected from being too taken over by foreign countries, but also the owners of the harbors and ports can get a cut of it so that they can properly upkeep their facilities. If you agree to this, your duty, or the amount of goods you can trade in Gondor, will be raised 25% as a gesture of good will. This way you will only be paying a small price to be able to bring more goods to market, ensuring that your net mercantile profits will increase."

"Well we're happy for reciprocal treatment to be the basis of any treaty, however I would argue that tariffs would not be neccessary for the upkeep of facilities, all but one port for example in United Moreland is controlled by private enterprise, these companies earn money through docking fees, therefore that would enable them to maintain and improve their facilities, in fact I would say the increase in trade this treaty would make would see more ships using their facilities and would therefore increase their revenue. However if your insisting on keeping tariffs and limits so be it, but clearly we'd be making ours identical to yours."

"Perhaps you are right. Docking fees ought to cover the costs of upkeep and improvement. My only concern is that some of the Gondorian coastline is rather rural, and while privately run, some of the smaller ports are in poverty-stricken areas and those who run the docks are small businesses. Many of the large corporations in Gondor collapsed during isolation or fled to other nations. If we has those tariffs and a percentage of the revenue went to those amll business owners in addition to having those docking fees, then they could really get on their feet."

"Now as an island nation" Anna paused for a moment, "Wow, that's still a habit" she chuckled to herself, "As a mainly island nation" she corrected herself " We're blessed with many port facilities but I can appreciate your situation, I would clearly prefer to see tariffs removed for trade between our nations, it would clearly be good for competition which is good for consumers and it opens up oppurtunity overseas which is good for our manufacturers. Now if you insist on keeping tariffs then I would have no issue on that, however clearly for every tariff you charge we would place an identical one on goods from your nation, for everyone you remove we would naturally return the favour on the same goods. The choice is entirely yours, however might I make a suggestion. I have heard Morheim made significant improvements in a area they established for trade, it was a special economic area it had its own set of economic rules, might a similar arrangement not help boost some of your rural small ports. You know encourage investment from overseas? I know we've had several companies invest there and they've found it beneficial."

Piper chipped in next, "May I ask if your ports are state run? You see we have several companies that may be able to put some investment your way if their private. For example we have a company called Gaz Tech. They specialise in off shore gas platforms, and they invested heavily in a few nations to ensure they could launch and recover platforms from ports there, if we could persuade them would Gondor be interested in a similar arrangement. Gaz Tech provide funding and in return get preferential treatment at that port?"

"Very few of our ports are state run. It is 90% private sector. Gondor would happily invite Gaz Tech overseas to help us recover. With that kind of investment, tariffs wouldn't be needed. They will most certainly get preferential treatment at all of the ports they invest in. As far as creating a special economic zone goes, I will pass this idea onto the King. I believe it would be beneficial to create one, especially if they had their own laws to help them out."

"Well I'm sure that Mr.William Dawson, the companies CEO will be happy to meet with you before you return home, he's currently in Port Moreland establishing an office here for them, they intend to use it as a launch platform for some of their projects." Anna slid the proposed treaty back towards herself and with a few taps with the stylus made some changes

"I've took the liberty of changing Article 1, this means should your nation still wish to include tariffs you may, but it clearly states that then Gondor companies would also face the same Tariff in United Moreland, in addition if tariffs are charged then the tariff on good between our nations could only be set at the rate of the lowest tariff you charge to any other nation, and of course fair is fair so that would be vice versa." She slid the tablet back, "So do we have an agreement or is there any other additions or amendments you would like."

Nyguno looked at the treaty on the tablet screen, and read the treaty in its entirety, taking a couple of minutes to do so.

"I believe that we do have an agreement. Princess Anna, I thank you for being so generous so as to host me in this beautiful new city of yours and agree to my proposed revision. You have the absolute delicacy and tact to deal with hard men like me. May your nation live long and prosper." He then turned to Piper and gave his thanks.


"Minister Piper, I would also like to thank you for being here. Your points on the tariffs were excellent and I now have an idea on how to better help my nation's economy develop. This partnership between our countries will foster benevolent relations between our societies and cultures."

With that, he picked up the stylus and signed the treaty.

Proposed Treaty


Anna added her own signature, "Well now that's done we can safely say my sister will view this as a success." she handed the tablet to an aide, "We'll get it all officially printed out and the like. Now while you're here if there is any other matter you wish to discuss I'd be delighted, otherwise could I suggest that perhaps this evening you'd like to have dinner onboard HMS Majesty with myself, Piper and I can arrange for William Dawson to join us, then perhaps you can leave with some idea of the investments he would be able to make in your nation?"

"King Eldarion will view this as a successful venture also. I would be delighted to have dinner with you, Piper, and Mr.Dawson aboard the HMS Majesty. Meeting with William will surely give me an idea of what investments to make in my nation and projects to undertake. I do believe that Gaz Tech will find a friendly business front in Gondor. The people will welcome such a prosperous corporation I'm sure."
