My nation under my reign has always strived to find ways to promote multi-national co-operation, earlier this year I was exceptionally proud to have been present when several like minded nations formed the Cultural Exchange Treaty Organisation, an organisation dedicated to scholarly co-operation and the sharing of culture. When I then heard of the prospect of the United Collectivum Assembly I was delighted at the thought of an organisation promoting international dialogue and co-operation.

My delight however was soon dashed, this fledgling organisation was established with no conference, no discussion on drafting a charter nor a popular vote, it literally came into existence at the will of the Maddomian Empire. While I applaud them for seeking to form this organisation its birth and subsequent existence leave a lot to be desired in my opinion. The organisation is now muting a formal charter which would enshrine those who simply joined first as being a permanent position of power, this is in my view unacceptable. Furthermore the organisation charter currently would give the SecurItas Councilium the power to erode national sovereignty by stating "The Members of the United Collectivum Assembly agree to accept and carry out the decisions of the Securitas Councilium in accordance with the present Charter." Let us take the current situation regarding Las Vatican and Japao. A condemnation was passed against Las Vatican, let us imagine that this condemnation had called for military action, theoretically it could see Gondor forced to fight against its ally in Las Vactican or be seen as breaching the UCA draft-charter, clearly a position that has taken away the power of Gondor should it happen.

It is because of this situation that I call on all nations to first of all congratulate Maddomia for having the desire to create such an organisation but then ask for the organisation to be reformed on the foundation of mutual co-operation the organisation should exist to promote. I ask all leaders to support my call for an international summit at which a formal treaty is discussed with no pre-conditions, for this summit to conclude with a vote of all present on accepting it and at that point the UCA to be reborn as a truly representative organisation.

Open Letter of the Doge Augusto Tyre to The Kingdom of United Moreland
 
Greetings to your Highness Alison I of United Moreland,

The Merchant Republic understand your concerns and support them. However in order to clarify the situation, no military actions have been taken against Los Vatican due to the UCA. Be sure we are pushing to the creation of an Charter, and we also recognize the need of an international summit concerning these.

During a time we wanted to suspend our participation to the UCA, due to its unclear purpose and no Charter, with your call, we would be delighted to suspend our participation to it until the summit with your Highness. We consider the United Moreland as a long term partner, and wish to keep it going.

And concerning the clarification about the article into the proposed Charter, it is about the fact that the Securitas Councilium shall not take actions against what the UCA is protecting and shall take it only if it is worst to not.

King Eldarion had a response to this open letter, detailed in a report from state media.

"It is Gondor's ambition never to join the UCA. The UCA was formed at the whims of Western Imperialists, and its only use is to condemn nations under false pretenses. It saddens me that the Repeal Condemn Los Vatican resolution didn't pass at all, and goes to show the ignorance of the World to lies. You will not see Gondor's leaders at this conference, nor can it be imagined that the Khanate's will attend either. This is not in spite of the Morelanders Queen, for whom I have a great respect and admiration. She sees the flaws in this organization and wishes to fix it, but I am simply stating that Gondor won't have anything to do with it at all. The Kingdom of Gondor is a sovereign nation, and will not give in to the cancer of global government. Gondor at the current moment is actually in negotiations with Los Vatican right now to ensure that a peaceful end is made to the Japao Crisis, and we hope that other nations will join me in saying that our sovereignty will not be eroded by political correctness and un-truths."

Open Letter from the President of the Republic of Berila
 

A few months ago, in November 2015, the berilan people faced one of the most important elections in the history of our country. Two very different models of a nation were facing, and one of the many ways in which this to political programs were different was in their foreign policies. The people decided to turn it's back to the policy that started sixteen years ago to isolate our country form the rest of the world. They decided that, for the next four years, Berila should go trough a process to be, again, integrated with the international community. But this integration can not come at any cost.

I share the concerns expressed by Queen Alison of United Moreland about the UCA. This Assembly seems to be shaping into a one-sided organisation that gives a handful of nations an immense ammount of power over newly joined nations that have to resign an importan part of their sovereignty. For this reason The Republic of Berila will refrain from participating on it. Moreover, we will support the Queen's call for an international summit to discuss a formal treaty to constitute a truly representative organisation.

As a nation emerging from the shadows of isolation following a brutal occupation we would have appreciated an organisation such as the UCA looking at our cause and using whatever means they could to end our suffering, sadly such an organisation does not exist and sadly the current outline of the UCA means that this would still not be the case.

It is our firm belief that this organisation presents too few nations with too much influence over matters that should remain in the hands of sovereign nations. Having read the charter it is clear the section outlined by Queen Alison of United Moreland shows this would potentially give four nations the power to make rulings forcing nations to fight, cease activities or even go against their own moral compass. We have also seen the fickle nature of the organisation, first writing to condemn a nation while a well publicised investigation was on going then seeking to repeal its own condemnation with no debate on either action. This is not the kind of organisation that the Iwi feel would best represent the international community.

We therefore echo Queen Alison's call.
