The invites had been sent out over a week ago and Queen Sonia was now nervously expecting their arrival. Around the circular grass lawn stood members of the household guard ready to give salutes to any arriving representatives. Inside the grand hall in the West Wing a large circular table had been set up with each seat set with an identical folder, pen, notepad, microphone, flag and name holder. Bottles and glasses of water stood ready and a royal chamberlain ran a well trained eye over everything before satisfying himself that all was in order. King William and Crown Prince Richard, the Queen's two husbands waited with her on the Palace steps equally as nervous, this would be the first time they'd hosted a foreign delegation.

Inside each folder sat a draft copy of the treaty that she'd drafted along with Prime Minister Aideen Sterling and Minister of Justice Aideen Sterling, they all doubted it would avoid the butchers knife but Sonia was at the moment hopeful.

*A middle size plane land off, from the plane, the Doge walk out to join a car convoy of the Vinitsian Embassy, within the third car, he enters, and meet the Vinitsian Consul*

- Hello, it makes a long time that we didn't seen each other since your appointment my dear Consul.
- Yes your Highness.
- We are we going ?
- To the Royal Palace of the Queendom of Morheim, where the Conference will take place. Here is the briefing, and here at the top, economical results that provided our relationship.
- Important trade partner now, thanks to the Monarch League. Mmh, I see. Any advises ?
- Try to not talk about economical business on that conference, and all will be fine.

Emperor Hans of the Teutonic Union was keen for his younger leaders of principalities to get experience of international politics, while he himself had negotiated and signed the League of Monarchs charter he would be here merely to rubber stamp any agreement his underlings agreed to. He'd selected Princess Kaia Astrauckas of Mosta as one of the two to lead the negotiations, she was the youngest of the 12 leaders of his client Kingdoms but was seemingly very intelligent, Mosta was becoming an economic powerhouse thanks largely to the harnassing of natural gas found there. Meanwhile his second delegate was Prince Rudolf Tresler of Burgdorf, a larger Principality that he had recently inherited the throne of. The two entered the room nervously behind their Emperor.

"My apology" Hans said bowing to the room, "Our aircraft had some technical issues and delayed our departure, I'm just pleased we haven't missed anything" he crossed to Queen Alison, "A great pleasure to see you again dear" he said shaking her hand warmly. He next crossed to CrownPrince Richard, he had meet the Queen's other husband when she'd visited the Union. "Great to finally meet you" he shook the mans hand before turning to the final attender, a stranger to him. "Lady Greenflame I assume" he said as he extended a hand before taking a seat and introducing his own two delegates. "Their here to learn, I'm merely here to add my signature, I suppose it'll be an easy few days for me, just be gentle with them both please" he winked at his two young leaders as they nervously introduced themselves to each of the other delegates.

With a seeming end to the arrivals Queen Sonia and King William made their entrance into the conference room. "Please, if you'd all take a seat" the Queen said as she herself walked to her own nations flag as Richard pulled her seat out for her with a smile. She thanked him as she took her seat and he sat behind her with a group of other advisors. She looked around at multiple empty spaces, so few had come The Five Kingdoms, United Moreland, the Teutonic Union and Vinitsia, she had hoped for so much more. She shook her head unknowingly as she laid out her pens and paper next to her tablet computer.

"I apologise that this is not quiet the grand turn out I'd hoped for" Sonia tried to put on a brave face. "However I believe that by the time we are done the five of us will have made history, the first ever internationally recognised statement protecting Universal Rights, its something that if we achieve it every single one of us around this table can be proud of, and hopefully more nations will come and add their signature. Now as your aware we took the liberty of drafting a document, and that is all it is, a draft, nothing is set in stone and nothing is off the table, I suppose a good place to start would be discussing if any nation present wishes any articles to be removed or amended. Once we've done that then should anyone wish to add anything we can shift to that, debate the proposal and then vote on its inclusion, we will then have a document that's faced a rigorous process and those in favour may sign it. So would anyone like to start us off?" The Queen looked hopefully around the room.

OOC- If you wish to join in and aren't in Morheim either assume you arrived and are in the room or make some dramatic entrance./

"I would like to draw your attention to article 20, 'Everyone has the right to take part in the government of his country, directly or through freely chosen representatives' I believe that this seems to push towards compulsary democracy, something that many Centralians hate due to the Tyranny of the masses. If our people were given democracy there would fractures within my nation and law and order could not be carried out as that is the responsibility of the Lord and Lady reagents. Our current court system means many smaller issues do not drag onwards and can be dealt with without endless time wasting in a parliament by political parties more intent on dissension to obtain power rather than resolve issues."

It was Queen Alison who responded first, "I must apologise, I'm not the most proficent in my knowledge of your government system, however Article 20 sounds to me that you already have it in some form. If you are aware that the people do not wish to have democracy in the sense of regular elections I assume you have a means of monitoring that, surely that qualifies as them having a direct say in the government. Also you say that the court system is part of your legal system, surely if people are free to utilise these courts as a means of interacting and influencing the government policy then you are fulfilling Article 20. However as I explained, you and not me, are the expert on your political system so please correct me if I have any of what I just said wrong."

"It is more open to interpretation than I would like, through the courts of the Lords it means that all people can talk to their local Lord who will then pass on the issue if they cannot resolve it. If our people wanted democracy they are always free to ask in the courts."

- I am personally surprised be sure, but I found nothing to say on that bill, and even considering Article 20, following the very specific regime that we are, is considered in perfect coordination.

Kaia spoke on behalf of the Union. "As far as I am aware each and everyone one of us has a system whereby the ordinary citizen can somehow influence or interact within the system of government for our nations. That being the case I don't think we should do anything about Article 20"
