The invites had been sent out over a week ago and Queen Sonia was now nervously expecting their arrival. Around the circular grass lawn stood members of the household guard ready to give salutes to any arriving representatives. Inside the grand hall in the West Wing a large circular table had been set up with each seat set with an identical folder, pen, notepad, microphone, flag and name holder. Bottles and glasses of water stood ready and a royal chamberlain ran a well trained eye over everything before satisfying himself that all was in order. King William and Crown Prince Richard, the Queen's two husbands waited with her on the Palace steps equally as nervous, this would be the first time they'd hosted a foreign delegation.
Inside each folder sat a draft copy of the treaty that she'd drafted along with Prime Minister Aideen Sterling and Minister of Justice Aideen Sterling, they all doubted it would avoid the butchers knife but Sonia was at the moment hopeful.
Draft Treaty OPEN TO NEGOTIATION AND EDITS
SEEKING to protect the rights and freedoms of all sentient beings
BELIEVING that equality and freedom are the basis of a strong society
CONCERNED that in the past equality and freedom have not been extended to all sentient beings
DETERMINED to work with the international community to protect freedom and equality
The undersigned nations agree that the following rights are extended to all sentient beings in their territories.
1. All sentient beings are born free and equal in dignity and rights.
2. All sentient beings are entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, colour, sex, language, species, religion, political or other opinion, national or social origin, property, birth or other status
3. Everyone has the right to life, liberty and security of person.
4. No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.
5. No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.
6. Everyone has the right to recognition everywhere as a person before the law.
7. All are equal before the law and are entitled without any discrimination to equal protection of the law. All are entitled to equal protection against any discrimination in violation of this Declaration and against any incitement to such discrimination.
8. Everyone has the right to an effective remedy by the competent national tribunals for acts violating the fundamental rights granted him by the constitution or by law.
9. No one shall be subjected to arbitrary arrest, detention or exile.
10. Everyone charged with a penal offence has the right to be presumed innocent until proved guilty
11. No one shall be held guilty of any penal offence on account of any act or omission which did not constitute a penal offence, under national or international law, at the time when it was committed
12. Everyone has the right to freedom of movement and residence within the borders of each state.
13. Everyone has the right to seek and to enjoy in other countries asylum from persecution
14. Everyone has the right to a nationality.
15. Men and women of full age, without any limitation due to race, nationality or religion, have the right to marry and to found a family.
16. Everyone has the right to own property alone as well as in association with others
17. No one shall be arbitrarily deprived of his property.
18. Everyone has the right to freedom of thought, conscience and religion; this right includes freedom to change his religion or belief, and freedom, either alone or in community with others and in public or private, to manifest his religion or belief in teaching, practice, worship and observance.
19. Everyone has the right to freedom of peaceful assembly and association.
20. Everyone has the right to take part in the government of his country, directly or through freely chosen representatives
21. Everyone has the right to work, to free choice of employment, to just and favourable conditions of work and to protection against unemployment.
22. Everyone who works has the right to just and favourable remuneration ensuring for himself and his family an existence worthy of human dignity
23. Motherhood and childhood are entitled to special care and assistance. All children, whether born in or out of wedlock, shall enjoy the same social protection.
24. Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory. Technical and professional education shall be made generally available and higher education shall be equally accessible to all on the basis of merit.
25. Everyone has duties to the community in which alone the free and full development of his personality is possible
26. In the exercise of his rights and freedoms, everyone shall be subject only to such limitations as are determined by law solely for the purpose of securing due recognition and respect for the rights and freedoms of others and of meeting the just requirements of morality, public order and the general welfare in a democratic society.
27. The ??? of ???? (insert date) shall be known as International Universal Rights Day and each signatory nation shall use this day to highlight and promote Universal Rights amongst their people.
28. The charter shall be reviewed every 24 months and amendments made with the approval of 2/3's of signatory members before the charter is reaffirmed.

"In the spirit of consensus we shall allow Article 18 to stand." If the conference would not budge then she would allow it to be as it was. She very much doubted the State Council would ratify the treaty if it stood as is and figured the majority would not budge. She would then fight for those yet to be inluded in this so called Univeral Charter.
"However, we would like to see Articles put in place to secure the rights of transgender individuals and homosexual persons. They must be given the same liberties as all citizens with no exception. "

Alison smiled, she herself had planned on attempting to tackle that delicate subject once they got to the part of the discussion based on adding new articles. " Same sex marriage was passed by public referendum two years ago in United Moreland, and although we've never had major issues with denying rights based on sexuality or gender identity we also have no major laws enshrining their rights legally, I would have no issue supporting the idea of supporting rights for the whole LGBTQ community, if everyone else is satisfied with the wording of the Five Kingdoms' delegation suggestion then I would be happy to support it."

The Ascari representative bowed her head respecfully to Queen Alison, "I only bring this topic up because the Empire has never had any qualms against same-sex relations and we felt a stronger wording within this Declaration was needed. I am satistied with the amendment made for Article 2."
"I do have isssue with the wording of Article 15. I believe it should state: All persons of legal age, without any limitations due to race, colour, sexual orientation, gender identity, nationality, or religion have the fundamental right to marry and found a family. it may sound repetative but it best not leave an Article up to vauge interpretation."

"I agree with this treaty in spirit. The heart and intention of it is in the right place, and I would love to see it go through. But," Maximus said, pausing and looking around the room. "I will not change my stance on religion in DEN. I do not outlaw religion, per se, but I do outlaw religion in laws, bills, government positions, and high ranking positions in the military. I furthermore do not allow widespread inductions, advertisement, fees, or other activities. This is simply to prevent another uprising."

- I follow your Highnesses, and freedom of belief needs to be absolutely include !
I propose all Nations support that, after, it is a question of time... By introducing this notion of time, that would allow a transition, for each nation to be align to this Treaty, it should make all parties agree with that treaty...

"This is where I believe we are up to, the changed sections are in green for easier reference" she explained, she then turned to the delegate from DEN. "If I may also add, as an attempt to keep all members capable of signing this I have taken the liberty to remove the word "teach" from the religious article, seeing as the gentleman said religion is not banned "per se", and then explained the situation it appears to me, as an outsider, that one can believe in a religion, and pray, meet with like minded individuals and the like, however it seems it is the spreading of the religion through such things they do not approve of, perhaps this can be a middle ground ensuring those who are religious do not have to give up what is precious to them." I believe instead of democratic society this article should say free society, this leaves more room for different government types."

"Very well, now should that be the final amendment I would like to move to have our civil service draft copies of this for each of us, and then have a signing ceremony." The Queen said presenting what she hoped was the final document (OOC- In other words I'll leave this til Tuesday and if no one has any IC issues I'll start the RP element of people signing it.)
