Cops, Robbers, and The Patrick; Things You Should Know..

After looking at some of the posts over the last few weeks I think a little clarification is in order regarding crime orgs, The Patrick, the police, and the vigilantes/heroes.

1.The Crime Orgs:

First off the crime orgs are not all powerful and killing them all is not the only way to deal with them...especially as there is no specific limit to their numbers. As for areas of control, the Cosani's control the residential, uptown, and downtown areas. The Russians control the sprawling industrial area and the area around the airport. The Patrick is almost completely the Guild's domain.

When we use the word control, it refers to a significant influence in the course of events in these areas. This might mean that they control unions, the right to practice certain illegal activities, and likely extort funds from businesses and private citizens. The mafias have access to nearly limitless funds and have far-reaching criminal and civic connections. This can include specialized weaponry, high-end contractors, and exclusive information.

The Guild, by it's very nature, has almost no civic connections and has much more limited funds. They are by no means poor, but they more or less have a limit.

2. Police

At this time, the CCPD has a live and let live policy with the Russian and Italian Mafia. As long as the mafia stays away from the police, the police stay away from the mafia. Mafia members arrested nearly never make it trial and if they do, can afford lawyers who either get them off scott free or with a very light sentence. The Guild on the other hand has no such connections, and survives by merit of living within the Patrick. (See item 3)

As for the police response to certain situations, the police will respond to any situation outside of the Patrick as long as it is obviously not mafia business. SWAT teams will be deployed in most if not all cases where a meta-human or vigilante villian is involved.

At this time, the police are not in favor of the heroes of Colossal and are not offering assistance, unless civilians are at risk. It is reasonable to expect a certain amount of suspicion, and even arrest should a "heroic" act go badly, and the police are involved.

3. The Patrick

At various times labeled the largest worst slum in the world, the Patrick is not a friendly place, and patrolling there, like the local swimming hole, is done at your own risk. Street fights can be huge and the combatants are usually brutal and merciless. The Purple Lady is a certified no-man's land, welcoming everyone and ensuring their safety within it's walls. An inch outside it's doors, all bets are off. Due to the heavy crime, the maze of alleys, abandoned buildings and general hatred of civic authority to be found there, the police have more or less abandoned the Patrick area and instead seek to contain the crime to that area.

I heard something about the Guild buying anti aircraft guns and installing them all over the patrick in a sort of network to protect themselves from air attacks (Your really going to beat this horse to death aren't you Zick? Yes I am). The way I was told this, I got the idea that these would be stationary guns, set on rooftops. In other words they would be big. Wouldn't that cost quite a bit of money?

Ah, the power of rumor. How about I let you sweat it out and prove that they have such a thing with a link? As for it all costing...well I never said they were poor. They just aren't making dope exchanges in the 91 million range. ;)

For clarification for you newcomers in case you were wondering: The Purple Lady is not a Guild establishment. The fact that they made it their unoffical HQ does not mean they condone or take any part in the actions of the proprietor.

Sorry that I mislead you there Zick.
There are guns mounted on the Purple lady, and there are (presumably) several other plane hunters out on the street besides Orion. Possibly with even bigger guns than the one he decided to get. But probably not very many more stationary guns than the ones on the Purple Lady - though it might be safe to assume a few smaller guns have been mounted around the Patrick.

I think though, most of your anti-aircraft touble is going to come from individual hunters after the reward mentioned here and here.

And Stingray, I think they could certainly be said to condone the actions of the proprietor. . .

My dear Zangtang....it's all about connotations. Condone has a ring and connotation of officiality. Governments condone. People approve. :) When I state that the Guild does not condone their actions it means that the Guild has not given the official thumbs up/opinion on the matter. Sure they like the idea...but their opinion on the matter wouldn't have swayed Herman's actions one way or the other.
