As president Zero Tempest gave his speech to a crowd of 600+ people, a black helicopter that had been seen hovering the city descended into the crowd and began to fire from its turrets. It appears that the primary target was the president, but 84 civilian casualties have been reported so far. Several officials were hit but only three were killed, and many are in critical condition. Miraculously, President Tempest has survived, but he is hanging on a very thin lifeline. Vice President Lang Veriizeon's injuries are far less serious than Tempest's, so he has been sworn in as President for the time being. The three officials killed were Secint Char Bouldon, Defense Minister Dom Hatchet, and Senator Grinch Harold. The helicopter was shot down, and the most important pieces of evidence we could recover from the wreckage was: 1. A jacket made in Shansmen. I don't think Shansmen is behind this, but perhaps one of their larger trading partners? 2. In the pocket of that jacket, we found a torn piece of paper which appears to be a map. There was writing on it, and we're confident that it was written in Helghast. But if that were so, the only word to be deciphered was "Storm". 3. 10 Conkish Shells. Seeing as it was only ten, we believe it was pocket money.

How to play:
The Goal is to first find out what country/organization is behind this. Once that's done, we then have to figure out how to handle it. This could turn into a war RP anytime, but it is not preferred. Finger pointing is allowed. Raccoon politicians are already doing it. But unlike the politicians, I prefer that you provide reasons as to why so-and-so is the culprit, rather than take up space with just "[NATION] did it!"
You can also claim responsibility on behalf of your nation or an organization that resides within it. But you must provide a detailed explanation. If you plan on claiming responsibility, your explanation must include a motive, and it has to explain why we found those things at the wreckage (Including why the torn map says "Storm" in Helghast). Hell, McDonald's could be behind the whole thing, I don't care. But you have to explain why. I'd actually like to see someone pin this on McDonald's. Alright, let's get this started.

I will not immediately rule out the possibility, but like Momo said, it needs details. Also, the VP was almost killed too, so I think it's unlikely. But anything could happen, so it's definitely a possibility.

It was an unmarked black helicopter, and it appears that it was meant to be as subtle as possible. The guns were small,but fired rapidly.So far, we have no information on who its manufacturer might be.

There was nobody in the helicopter when it was found. Momosan officials are investigating where they could've gone, and all fingers point to one suspect. More info will be shared when we know more because we don't know much about them.

IC: I find it odd that an unmarked (likely unregistered) helicopter was allowed to even fly over a crowd of people, especially with important officials around. The helicopter, "had been seen hovering the city," before the attack, and action was not taken.

I believe that it may have not been one specific nation. This is what I beleive.

I beleive it is rebels from the Puffin Islands ATTEMPTED revolution. They made threats to all world leaders who didn't help them. We know they have taken lots of Puffin Military equipment, including Wasps, Puffin Attack Helicopters, which can be easily shot down, with weapons usuallt ranging from RPGs to light nachine guns that are made to fire rapidly. Just like the one used in the attack. We also know they were receiving international help from countries like Shansmen and Helghan. The Conch money may also reveal something. They could be Conch Kingdom residents who joined the revolution. We found many maps from the old revolution. Most were marked with weather related terminology, like cyclone, thunder, and storm. The Conks may also meam that they were Helghan residents who went to the Conch Kingdom, then to the Puffin Islands during the revolution, got the supplies and helicopter, made a plan, went into hiding, abd waited for the right time to strike.

The Helicoptet tactic worked because the people may have thought it was the Puffin Islands military.
