I believe that it may have not been one specific nation. This is what I beleive.

I beleive it is rebels from the Puffin Islands ATTEMPTED revolution. They made threats to all world leaders who didn't help them. We know they have taken lots of Puffin Military equipment, including Wasps, Puffin Attack Helicopters, which can be easily shot down, with weapons usuallt ranging from RPGs to light nachine guns that are made to fire rapidly. Just like the one used in the attack. We also know they were receiving international help from countries like Shansmen and Helghan. The Conch money may also reveal something. They could be Conch Kingdom residents who joined the revolution. We found many maps from the old revolution. Most were marked with weather related terminology, like cyclone, thunder, and storm. The Conks may also meam that they were Helghan residents who went to the Conch Kingdom, then to the Puffin Islands during the revolution, got the supplies and helicopter, made a plan, went into hiding, abd waited for the right time to strike.

The Helicoptet tactic worked because the people may have thought it was the Puffin Islands military.

The Renewed Territories denies the claim that Puffin Rebels received government help. Coincidentally, there was a short skirmish that occurred following the events of 4/24 between a millitary coalition and Helghast rebels. These may be the ones aiding the attackers.

OOC: Hey Momo, have you built this story with Racoon?

IC: I find it odd that an unmarked (likely unregistered) helicopter was allowed to even fly over a crowd of people, especially with important officials around. The helicopter, "had been seen hovering the city," before the attack, and action was not taken.

OOC: Yes, It was an intentional decision to add that part. I myself want to be surprised by the outcome of this. And yes, Momo's helping me out a bit (this is the first NS RP I've ever done.)

IC: But due to the fact it managed to fly past the border unnoticed, we believe it came flying east, as the Raccoon western border is surrounded by a thick woodland area. Due to environmental regulations, the woodland has remained untouched and as a result, a large section of the border remains unmonitered. But this is just a speculation. The reason we weren't alarmed by it is because we thought it was one of our own, and that is still a possibility.

I can see a few rebel-radicals doing something rash to make their government look bad, but it seems a little stretched.

On a side note, radical anti-human senator Craze Devilstein is advocating for human extermination (for like, the fifth time). This time, however, he has a fearful populace to mooch off of. He is still wildly unpopular, but recent large-scale anti-human protests in the Capital city of Alexandria have had officials worried. Craze Devilstein is dangerous in power, and even more so when he's seen as an inspiration.

Momosan officials have revealed the helicopter is not of Conch, Helghan, Shan, or Puffin origins. We aren't yet sure where it comes from.

Interesting. But I don't think it could be the Puffin Islands rebels. They were destroyed a long time ago. I am still formulating an idea.

The helicopter had a strange marking in it. We believe it was manufactured for a rogue nation.

Check to see if there were any reports of foreign helicopters flying through your nation. If my map claim is added, then the Raccoon western border will be in Ontario. Geographically speaking, it could've flown a direct route through Tieopia and into the unclaimed Canadian wilderness. From there, it'd be relatively easy going. If this is the case, then the helicopter would have to make several fuel stops. But it'd be hard to do so without drawing much unwanted attention.

Based off of the evidence, it seems likely that this was done by somebody on the inside. Maybe not by them, but bribes and blackmail could have been used. Otherwise, something might have been done about the helicopter. As for the map with ''storm" on it, this could have multiple meanings. It could have been a weather map, used by foreigners for navigation. It could also have been code. Perhaps the aforementioned Puffinian and Helghenian rebels planned multiple attacks? The Conks, being pocket money, would have been picked up in the Conch Kingdom. If they were terrorists, they could have used this to shift blame onto Conch Kingdom and take out two birds with one stone.

If it was an inside job, then we only have one suspect (not the VP), and so far have no evidence directly linking said suspect to the attack.

Based off of the map, attacks are most likely from Skout, Magers, Thuron, and myself. We all are on the same continent. Magers and Skout are closest, but Thuron and I are on the east coast. So that leaves attacls from Magers or Thuron, as they would be easiest to head West through. Personally, I'd say that it could be a terrorist organization. They were the Heleghenian? rebels. This was part of Operation: Storm. The goal was to terrorize people into forcing the government to take action. They happened to have Shansmenian jackets, and had used a flight from the Conch Kingdom to get to Magers. While there, they got weapons and the helicopter (note: Magers can be replaced with Thuron.) Afterwards, they fly in and kill the president.
