Well yes. But like I said before, there's no point doing it like this if parties don't agree to do it like that.

We could also have a region collaboration on creating the combat system. That way everybody accepts it cause we all had a hand in it. Just a thought

To moderate a combat system? I mean my experience on that side of things is rather lacking. My only thought for how it would work is like a dice roll/random simulator and different numbers correlate to different events. That would run the whole war off probability though and not really battle strategies, making it more like a risk game as we said earlier. Now if we could get people to agree on a basic structure for how it would work, I could probably construct it and present it to the group for inspection. Ideas aren't really my forte, nor is leadership roles

Oh no, moderate the debate. Forum style cooperation tends to get lost if no one is moderating the whole thing. People tend to post a lot but conclusions are seldom made.

I'll give you my thoughts on this, but I do not claim these are the only way to go. These are my personal preferences and nothing more than that.

Should this also be regulated? I could draft a simple wargame relatively fast if people are interested. It would include; geography, economics, technology, movement, fog of war and simple tactical mechanics.

I think a healthy bit of moderation never went down badly, and it would work very well for this kind of thing, I think the wargame idea is great
