One of the common themes in Dragon Ball is charging attacks. Now some attacks require they be charged or have special charging effects but this is slightly different. Charging an attack gives it a slight damage increase. For every turn you charge it, add 50% of its current damage onto itself. This is different with Ultimate/Signature attacks which only gain 25% of their damage each turn they're charged unless they say otherwise in their effects.
Charging costs half of its Ki Cost and half its AP cost for every turn it is charged. You cannot defend unless using moves that specifically state "Can be used to defend while charging" but you can dodge. You cannot use any offensive techniques during this time but basic attacks are fine.
