Constitution of the Kingdom of Dythinia

Preamble
The region of Dythinia hereby declares this Constitution the highest laws in the region, to ensure the safety and happiness of its citizens, and further the will of the government and its citizens, hereby declares that these virtues be written into law.

Article 1: The Sovereign
     1) The Sovereign is the supreme ruler of the region
          1.1) The Sovereign shall have the title of King for male rulers and Queen for female rulers.
          1.2) The spouse of the Sovereign shall have the title of King Consort or Queen Consort.
     2) The Sovereign shall have the right to dismiss, replace, or appoint any regional officer by letters patent.
     3) The Sovereign may edit the constitution without the approval of Parliament.
     4) The Sovereign may enact laws through a Royal Edict.
     5) The Sovereign shall be the lead administrator, and may decide to appoint or dismiss other administrators.
     6) The Sovereign has the power to veto any law passed through parliament.

Article 2: The Royal Family
     1) The Royal Family is the ruling family of Dythinia.
     2) A Citizen may become a member of the Royal Family through marriage or adoption.
     3) In the event the Sovereign abdicates, their Royal Heir takes the position of sovereign.
     4) The Royal Heir shall be chosen by the Sovereign, and shall be known as the Crown Prince or Crown Princess. The Sovereign has the right to remove and replace the Crown Prince at any time.
     5) The Sovereign has the right to choose the Royal Family.

Article 3: The Prime Minister
     1) The Prime Minister shall be the highest elected office of the region.
     2) The term of a Prime Minister shall be 2 months.
          2.1) A Prime Minister shall be elected on the 20th of the month.
          2.2) If no citizens run for Prime Minister, the current Prime Minister is re-elected.
          2.3) If a citizen runs for Prime Minister unopposed, he becomes the Prime Minister.
          2.4) A Prime Minister’s term shall start on the 1st of the month.
     3) The Prime Minister shall be able to issue an executive order, which takes place immediately.
          3.1) An executive order cannot edit the constitution.
          3.2) An executive order may be overturned in the Parliament with a majority vote.
          3.3) An executive order may overturn or repeal another, though it cannot overturn a law.
          3.4) An executive order issued by the Prime Minister may be overturned by the Sovereign.
     4) A Prime Minister has the right to veto a piece of legislation passed by the Parliament, though Parliament may overturn it with a 2/3 vote.

Article 4: The Citizen
     1) A citizen shall be defined as a resident who has applied and accepted on the forum.
     2) Citizens have a right to basic respect, freedom of speech, and safety.
     3) Citizens have the right to:
          3.1) Run for regional offices.
          3.2) Vote in regional elections.
          3.3) Write and submit bills.
          3.4) Submit cases to The Sovereign’s Judge

Article 5: The Military
     1) The military shall be referred to as “His Majesty’s Army” or “Her Majesty’s Army”, depending on who is the Sovereign.
     2) A member of the military shall be defined as a citizen who has applied to join and been accepted on the forums.
     3) The Chief of the General Staff is the leader of the military, who shall manage the day to day functions of the military.
          3.1) The Chief of the General Staff shall be appointed by the Prime Minister at the start of his/her term. They may be impeached or removed by the Prime Minister.
          3.2) The Chief of the General Staff shall give orders to members of the Military according to the regions wishes, though the Prime Minister may override them if he finds them against the best interests of the region or its citizens.
          3.2) The Chief of the General Staff may remove citizens from his military if he finds they have broken rules or disobeyed orders, though they may be reinstated by the Prime Minister or the Sovereign.

Article 6: The Ministers
     1) The Ministers shall be Home, Foreign, Recruitment, and Culture.
     2) The Ministers shall be appointed by the Prime Minister, at the start of his/her’s term.
     3) The Minister of Home Affairs shall handle matters within the region, such as:
          3.1) Disputes between citizens.
          3.2) Integration of residents into the region.
          3.3) Handling the day to day needs of the citizens.
     4)The Minister of Foreign Affairs shall handle relations between Dythinia and other regions. They shall be responsible for:
          4.1) Establishing diplomatic ties with other regions.
          4.2) Drafting/revising an embassy policy.
          4.3) Preventing conflicts with other regions.
     5) The Minister of Recruitment shall be responsible for:
          5.1) Adding new members to the region.
          5.2) Advertising the region to others.
     6) The Minister of Culture handles:
          6.1) Roleplay rules and maps.
          6.2) Integrating citizens to be more active members in the region, through showing them things to do in the region.
          6.3) All games/non government matters .

Article 7: The House of Representatives
     1) The House of Representatives is the lower house of the Houses of Parliament of Dythinia.
     2) The House of Representatives shall be comprised of 3-5 members, elected by the citizens of Dythinia.
          2.1) A Representative’s term shall last 2 months.
          2.2) House of Representatives elections shall take place on the 20th of the month, taking office on the 1st.
     3) A bill needs a majority vote for it to pass, unless it is a constitutional amendment, where it needs a ⅔ vote.
     4) A Representative has the right to write a bill and submit it to the House of Representatives.
     5) In voting in the House of Representatives, a member must say Aye for approving legislation, Nay or No for rejection of legislation, and Abstain to abstain from a vote.
     6) If a vote should result in a tie, the Sovereign shall have the deciding vote.
     7) Representatives may impeach all government members, except the Sovereign, the Consort, and the Crown Prince.
          7.1) It takes a 2/3 vote in both houses to impeach a member of the government.
          7.2) A Representative may not vote in their own impeachment vote.
     8) The House of Representatives requires a 2/3 vote to amend the Constitution.
     9) The Representatives shall elect a Speaker at the start of every term to run the House of Representatives and to run votes.
     10) After a bill is passed in the Representatives, it is passed on to the House of Nobles.

Article 8: The House of Nobles
     1) The House of Noble is the upper house of the Houses of Parliament of Dythinia.
     2) The House of Nobles shall be made up of 3-5 Nobles that have been appointed by the Sovereign.
     3) A bill needs a majority vote for it to pass, unless it is a constitutional amendment, where it needs a ⅔ vote.
     4) In voting in the House of Representatives, a member must say Aye for approving legislation, Nay or No for rejection of legislation, and Abstain to abstain from a vote.
     5) If a vote should result in a tie, the Sovereign shall have the deciding vote.
     6) A member of the House of Nobles may be impeached. The Nobles shall elect a Speaker at the start of every term to run the House of Representatives and to run votes.
     7) If a vote passes in the House of Nobles, it shall be passed on to the Sovereign for Royal Assent. Once Royal Assent is given, the legislation becomes law.
     8) Nobles are entitled to a peerage, selected and issued by the Sovereign.
     9) Nobles can not serve in the House of Representatives.

Article 9: His Majesty’s Judiciary
     1) The Sovereign’s Judge shall be referred to as “His Majesty’s Judge” or “Her Majesty’s Judge”, depending on who is the Sovereign
     2) The Sovereign's Judge shall be the highest judge in the region, interpreting the law and imposing necessary punishments for those who break them .
     3) The Sovereign's Judge shall have the responsibilities of:
          3.1) Writing and maintaining the legal code
          3.2) Reviewing cases submitted by citizens
          3.3) Imposing Punishments on those who break the law
          3.4) Reviewing the law when a judicial review is asked for
     4)The Sovereign's Judge shall be appointed by the Sovereign, serving for 4 months.
          4.1) The Sovereign’s Judge cannot serve more than 2 consecutive terms.
     5) The Sovereign’s Judge may not hold any other office while serving, or be a member of a political party.
     6) The Sovereign's Judge shall appoint two (2) associate justices when assuming office. These associate justices shall be known as Crown Justices, and shall be confirmed into office by The House of Representatives.
          6.1) The Crown Justices shall assist the Sovereign's Judge in their duties.
          6.2) The Sovereign's Judge may suspend any Crown Justices and appoint a new Crown Justice. They, too, shall be confirmed into office by The House of Representatives.
