The Erie County Association of Public Accountability (ECAPA) is formed to exercise citizens' right to investigate, petition to redress grievances, and assemble to bring attention to public officials’ actions. What makes us different from other organizations is we aim to advocate for all citizens of Erie County, not just one community or another. It has become abundantly clear that the criminal justice system does not treat all citizens equally. The types of bias vary from race, income, familial connections, among many other kinds of bias. As citizens of Erie County, the issue falls to the citizens to hold the people who are supposed to serve us accountable for their actions.

To this end, ECAPA will exercise our rights as citizens to acquire public records of law enforcement misconduct, prosecutorial bias, mayoral misconduct, and any other suspected violation of public trust. Upon gathering these records, the ECAPA will attempt to contact all affected parties to determine the truth of the incident. If, upon further investigation, a public official is determined to have not violated the public trust; the ECAPA will present its findings to members of the public to better explain the incident. However, if upon further investigation a public official is determined to have violated the public trust, the ECAPA will present its findings to the body overseeing the affected body. Such that if an peace officer violates the public trust, the city management employing him will be contacted and petitioned until such time that the publics grievances are addressed.

To better accomplish this goal, the ECAPA will work with various organizations to better accomplish our goals. We welcome the opportunity to work with public officials to confirm what is so often said, that a few bad officials make everyone in the agency appear the same way. We welcome the opportunity to give voice to those inside agencies who would otherwise be silenced for their whistleblowing. We welcome all members of our community so that we might better represent the entire public's goals and interests.
