This armenian guy was inspired by Elliot Rodger and called for an incel rebellion. Most of his victims were women and people who knew him said he would run away from girls in school. He was also involved in incel communities on reddit? or something. He was weird, and would act like a cat and hiss at people like a snake. Him and his hero Elliot Rodger both have autism.

One of the first news about it that I heard was that it wasn't considered a 'terrorist attack', what qualifies as terrorism though? He still killed a bunch of people with the intent of killing, even if he had no particular target, which he actually did, it would still qualify as terrorim, unless they only use that word now if they're talking about ISIS

NATO defines terrorism in the AAP-06 NATO Glossary of Terms and Definitions, Edition 2014 as "The unlawful use or threatened use of force or violence against individuals or property in an attempt to coerce or intimidate governments or societies to achieve political, religious or ideological objectives".

idk if this attack would fall under that - if he's trying to incite some incel revolution like his fb post indicated, then I don't see why it wouldn't be considered terrorism

So it's more about the legal matter and convictions and charges rather than the actual meaning of the word.
