The Contract of Equinox Equinox is a collection of nations coming together to make a region where anyone can be welcomed and participate in unless the laws of the land and this Contract are violated. Article One - Citizenship I- Any nation inside the NationStates region of Equinox can become a citizen of Equinox II- They must apply for citizenship on the Equinox regional forums, and must be approved by an Administrator of the forum, or a member of the Government. III- Citizens are subject to any law passed by the Cabinet Council and approved by the Governor. Violation of any laws can have a punishment levied upon them, which is determined by the Governor. IV- All Citizens are allowed to cast a vote in any election that is put forth by the Government. Article Two- Guilds of Equinox I- Equinox will be home to voluntary subgroups known as "Guilds" that determine their own rules for membership, leadership and structure. II- Only citizens of Equinox are subject to join a Guild. III- Guilds are formed by either; a brand new guild may be created with 3 citizens committing to the Guild, any former guild of Equinox can be recreated by a commitment of 2 citizens, or a merger of two or more guilds that must contain more than 3 citizens. IV- Should any guild fall below 3 citizens that are members the guild will have a month's time to get to the 3 citizen mark otherwise the guild will be disbanded. V- Governor of Equinox cannot join a guild of Equinox. Article Three- Government of Equinox I- The Executive Leader of Equinox will be known as the Governor, who at the time be one Asylum/Island Union. II- The Governor will appoint any citizen of Equinox into the Cabinet Council, which shall be divided into Councilors of Foreign, Culture and Defense, give a final approval or veto of any law passed by the Cabinet Council, issue any Governor's Orders to address an immediate or emergency situation that can override any document or passed law, they will also represent the region of Equinox as the World Assembly Delegate. Any Governor's Orders can be overturned by an immediate vote of the Cabinet Council which is outlined later. The Governor can be removed from office with two votes, the first will require the approval of all Councilors afterwards the Citizenry of Equinox will vote, 75% of the Citizenry must approve of removal. III- Councilor duties will apply as follow; Foreign will make contact with other regions across NationStates, conduct any diplomatic communications, draft and finalize any treaties for final approval of the Cabinet Council. Culture will conduct any forum activities, create and participate in Role Play activites, encourage inter-guild competitions and give citizens a reason to visit the forums. Defense will coordinate with any military active guilds to ensure the security of the NationStates region: Equinox, they will be the second-in-command of the World Assembly Delegate behind the current Governor by having the second most endorsements in the region, they will also conduct surveys of potential threats to the region in game as well as the offsite forums, and they can command the Governor to password protect the region of Equinox, or eject and ban any nation from the region. IV- The Cabinet Council can create, draft and pass any legislative law that is not outlined by this Contract. A simple majority vote will pass it on to the Governor's Desk for a approval or veto. Any legislation passed and vetoed can still be passed if the Council re-passes the bill with all Councilor's approval. The Council will determine their own rules regarding voting period, and debating period. Any Treaties proposed by the Foreign Councilor will require a majority vote approval. Any Governor's Order will immediately be up for debate by the Cabinet Council, and will require the approval of all Councilors to be overturned. V- In the event of the Governor's Removal the Defense Councilor will take over as the Governor, as they will have the most World Assembly endorsements to quickly replace the Governor. Article Four- Forum Admins I- the ROOT Admin, Asylum can appoint any citizen of Equinox as a Board Admin. II- Any Admin appointments must be approved by a simple majority of the Cabinet Council. III- Admin rights can be removed by the ROOT Admin at anytime. |
