I vote yes, maybe this will cause enough trouble to pull some of the Liberty Police from their parking spots in front of Manhattan. Makes it tough to slip in with err goods.

Yep rochester position is very good and has spot in main system which is also game trade hub so it is logical to make him open for business. Liberty authorities should be not such big problem with their big ships they cant get to belt. And they are too lazy to make permanent patrols so deep.
