This thread is for Out Of Character [OOC] discussion about the game and for posting character and world-building information.

I will probably eventually put an organized glossary of Characters and other things in this post.

Also I did not convey this well but the actual reason that people were reluctant to let them become headmaster was because of their personality which retains many elements from the personality that they had as a youth

Their work ethic is not bad at all actually (the reason they used to miss class was probably because they would lose track of time while underground), but they don't care much about a lot of traditions and they're straightforward with their words to the extent that people get uncomfortable

they are also kind of loud when they speak, in many cases

also the ability of the headmaster person that I figure would be the most controversial is the way they can feel things through the ground

there is an area that extends from where the headmaster is and covers probably about half of Torka, where if you are within that area and are touching the ground and are not using some kind of special countermeasure, then they can see various things about you like your exact location, the nature and condition of your physical body, your magical energy, and a lot about what you are doing

but they cannot read minds or emotions, though they can make some inferences about your emotional state by looking at physiological changes and stuff

The headmaster as I see it is primarily concerned with spreading the ways of magic to the world as much as they can in their own way and with continuing their own pursuits of magic

They do not enable Norr to do what he does and I would not be surprised if they dislike Norr but I imagine that they are not trying to take over the town of Torka and make it run their way, or to be something like an assassin

If the headmaster got driven out of the town somehow or enough people left the school then they would be that much less able to cultivate the magical ability of the people of the town

If someone with the ability to monitor lots of people were to become known as a threat then that might be problematic anyway

Which is not to say that the headmaster cannot take over the town if they want

They probably COULD and might even be able to do it easily and maybe some would even be grateful to them if they did but that does not mean that everything would be sunshine and roses if they did it

I am imagining Norr coming to the school for protection money and trying to avoid encountering the headmaster but he can't fly so he can't escape detection and he finds himself face to face with the headmaster and is just not getting that protection money and just kind of sweats awkwardly because for all his spikes and skills and threats it doesn't mean much to the headmaster and the town is not gonna throw out the headmaster just for not paying protection money and eventually they just kinda give up on the school

the school and the guards mutually ignoring each other most of the time seems like a stable enough relationship to me

it makes the school sound like a bit of a safe haven from the government

I am not sure what the headmaster's political beliefs are but I imagine that they amount to "I do what I want" or something similar

if someone became friendly with the headmaster or somehow helped him out, perhaps the headmaster would in some way provide shelter for them even if that shelter is just a place underground

if it is underground and on or near the school grounds then whoever takes shelter there is probably completely safe

Torka probably has a local government and is part of a larger kingdom. The kingdom probably collects a small portion of the taxes and offers military support and requires that the people of the town send some of their able bodied to war should the kingdom be attacked by one of the other kingdoms, but wars are probably not especially common in this part of Rea.

That said, most affairs are probably controlled by the local government, which is probably run by a council of elders (who induct new members into their own group), and a mayor who has been elected by the people of the town. The mayor is probably largely in his position of power because of the support he's received from the town guard, so he probably overlooks everything corrupt that they do so long as it's not too overt, which they are careful to avoid. The council of elders is probably fairly divided in feelings about the town guard, partially because of bribes and threats and partially because taking action against them would disturb the peace of the town (the town guard does keep things safe and orderly, albeit with some unethical tendencies).

The magical school and the people in it probably have to pay taxes on both a local and kingdom level, and may in return receive funding from both governments as well as material and research contracts. The town guard probably can't pull anything shifty in the school grounds and the school probably has its own personal security measures so they aren't likely to ask the town guard to protect them.

That said, if a wizard were to start trouble in town, they would probably be apprehended by the town guard. The town guard obviously has to be filled with people capable of subduing troublemakers, even if they are fairly powerful wizards. I imagine they wouldn't be able to do much to stop the headmaster if he caused trouble in town, but they would probably be able to cut off funding to the school and the military would probably eventually be notified and the kingdom has people strong enough to take down the headmaster, probably, so that would probably stop him from doing anything too troublesome.

That said, I imagine the two groups don't interact a lot and try to avoid causing trouble with one another. Guards would be foolish to ask a wizard for a bribe and a wizard would be foolish to try to beat up a guard. This is because the offending party's allies wouldn't be able to get involved without causing a problem that would ultimately involve the kingdom's military, who would resolve the conflict in favor of whoever was disrupting order in Torka.

In summary: Guards can't break the law in front of wizards. Wizards can't break the law in front of guards. Both will be met either with retribution from the other party. If the retribution is resisted, the kingdom's military will probably dismantle whichever organization was involved in the breaking of the law.
