I think that pirated steam games probably aren't actually part of steam anymore, and that that is probably one of the things that one specifically tries to accomplish when trying to make a steam game pirateable

true like that would probably bring bigger problems if steam knew u were playing a game that would originally b on steam but it's not or something idk

if you pirate a game that is originally steam exclusive it means it was modified to run outside the steam client, although you can then run that game through the steam client, because you can run any executable through the steam client

afaik there are no repercussions to running a game legally available exclusively on steam through the steam client as an independant executable
