Ladies, and gentlemen, esteemed delegates and nations of this league:

The League of Nations is a pillar of hope for all, a bright light in this seemingly endless sea of darkness. For months now, our league has sought to bring hope and prosperity to where it was needed most. Unfortunately, I am sad to say that we have not done enough. Our league lacks some of the key components to what makes an organization such as this great. As Speaker I will:

Create a region to serve as the "Home Base" of the league:

Nations can either reside there or send over a representative (a puppet nation) to represent themselves. The founder of the region will be able to be accessed by the founders, the Speaker, and the Deputy Speaker.

Create a more structured government:

The Speaker of the House is supposed to represent the "House". I find that impossible when the "House" is the entire population of the league. Should I become Speaker, I intend to create a structured legislative branch, in which all nations may enter. In order to have a stable and productive league, this organization must commit itself to pursuing a more organized and efficient government.

As for the cabinet members, I intend to appoint only one nation to each category. Adding too many members to a cabinet simply makes the democratic process stagnate and falter. I don't know if you have noticed, but we are holding way too many elections. Elections are good, yes, but we are having so many that our region can't seem to get anything done. To simply put it, the league has way too many government positions. I intend to make our government smaller. Why? Because simplicity is the key. Nobody wants to have a gargantuan government that holds election on every single thing in existence. Rather, they want a smooth, democratic, and efficient government that holds elections that benefit the people of this league and help get the job done in a timely, cooperative, and methodical way. In fact, our league has proposals that are never passed simply because we have a very inefficient way of voting. Physically writing out "Aye" or "Nay" is old fashioned. With a home base region, we can make and count votes with ease.

I intend to also create a judiciary council, comprised of the nations that exemplify the characteristics of justice and devotion to keeping law and order within the league. While I am sure that we could get along without the judicial system, this branch ensures that no one is able to get more power than they are supposed too, and that all legislations passed by the House are done so according to the will of the people.

I intend to decrease the reliance upon the founders as well. In order to create a fully functional league, we must understand that we do not have to look up to the founders for everything. If we do this, we might as well abolish the positions of Speaker and Deputy Speaker. If we rely too much on the founders, the positions of Speaker, Deputy Speaker, and many other governmental positions would become obsolete. As Speaker, I intend to create proposals, initiate role plays, and start other activities to boost the moral of the league.

Start a Forum and IRC:

Now, this is one of my more "experimental" ideas. I am not the technical kind of person, but I am sure that many of you out there are. I intend to appoint anyone that is willing to create a forum. In turn, I would appoint you moderator or admin. Of course, the speaker, deputy speaker, and founders shall have access to these privileges as well.

As another part of my campaign, I intend to restructure the government of this organization so that it will run on a more simple, but efficient, basis:


Executive Branch:

The President (Formerly the Speaker of the House): The President is the elective chief of state and government, and is elected every three months. He or she is responsible for upholding the charter of the LON, and is responsible for appointing cabinet leaders. (cabinet leaders are only able to take responsibility of their department once 3/4 of the House of the League votes to empower them, and after the Judiciary Council states that their characteristics as a nation abides by the ideologies of this league)

Chancellor of the Assembly of Nations (Formerly Deputy Speaker): The Chancellor of the Assembly of Nations is the elective head of the Assembly of Nations. He or she shall serve for three months. For the tenure of their term, the Speaker is expected to ensure that the Assembly operates in the will of the Charter and the people of the league, and is expected to make sure that all legislations passed are done so correctly and in a timely fashion.

The Council of the League: Each cabinet member shall represent a certain department. There shall be four departments, which shall be the Department of State, Department of Defense, Department of Inter-site Activities (they regulate the Forums and IRC), and Department of Information (they send out official announcements and declarations on the behalf of the league). Legislative Branch:

The Assembly of Nations: The Assembly of Nations shall serve as the unicameral legislature of the league. It shall be ruled by the Speaker of the House (see above for more information). The league shall be comprised of one representative per nation (OOC wise, any nation can join, just no puppets). The Assembly of Nations is responsible for passing legislations and acts that affect the people of this league. When a proposal receives a majority vote of approval by the people, it shall be moved on to the Assembly to be debated and either ratified or vetoed. The Assembly also is responsible for approving or denying candidates for the departments.

Judiciary Branch:

The Judiciary Council shall serve as the Supreme Court of the league. This council shall be appointed by the President, and shall be officially inducted into the council once the majority of the Assembly has agreed to do so.

The Presidency and Martial Law:

In this new system of government, the President would be granted the ceremonious role of "Commander-in-Chief". However, the title would be a rather ceremonious role, and most functions concerning the military would be undertaken by the Department of Defense. Martial Law is "military government involving the suspension of ordinary law". This, to put it simply, implies that a certain nation or group may take control of the league in a crisis in which the government of the league is unable to handle. I am extremely skeptical with the implementation of this. The only reason I added Martial Law to my proposal was to attempt to break reliance upon the founders of this league. I wanted to create a bill that would enable average citizens to take charge. I knew, when writing it, that there were many flaws that I did not address. I attempted to follow up on Rodhesia's proposal with something that was a bit less harsh and more civilized. Unfortunately, Martial Law is simply undemocratic and has no place in our organization. In the Philippines in the 1980s, the President of the Philippines declared Martial Law, an act that was completely within the bounds of the nation's constitution. Unfortunately, the President quickly consolidated his power, and would rule as a dictator for the much of the decade. he was only stopped in 1986, but even then, the nation was forced to completely rewrite its constitution, banning the implementation of Martial Law. I highly suggest that we not implement Martial Law, as what happened to the Philippines could easily happen to us.

The Council of the League:

The cabinets are chosen via the President, very much the the way the US does it. The President selects the cabinet members by observing the nations of the league, and selecting the nation that best fits the job of a certain department. For example, if I were observing the league, and I saw that you were a great negotiator, I would select you as Secretary of State. This would go on for all of the departments. Because this is NS, and not the real world, there are many departments that are not necessary. In total, there would be the four departments, which would be the Department of State, Department of Defense, Department of Inter-site Activities (they regulate the Forums and IRC), and Department of Information (they send out official announcements and declarations on the behalf of the league). I intend to add more, but I want to start out small because I don't to add anything that we don't need. Once the President selects the potential cabinet members, the Assembly of Nations must convene to either revoke the President's decision, or let it pass through. If accepted, the Judiciary Council would "look" the candidates over, ensuring that they would not suddenly rebel and bring the whole organization crashing down upon them. Once the Council agrees, the candidates would be sworn in. They would serve until the President either decides to replace them (in that case, the whole cycle starts over again), resigns, or loses the next election and another President gets sworn in. If that happens, the new President can either decide to keep the old cabinet, or replace it.

The Assembly:

Unlike the Presidency, nations that want to be part of the Assembly just have to make it known. The Chancellor of the Assembly would then officially approve the said nation(s). I decided to remove the whole "campaign, get approval from the Assembly and then get sworn in by the Judiciary Council" due to the fact that I expect a lot of people to join. To add this process would complicate matters, and would be needlessly burdening our government officials with jobs that should not have been undertaken in the first place. Additionally, this would encourage more nations to play an active role in the administration of the league. Should any member of the Assembly be found guilty of any crime, an investigation by the Judiciary Council will ensue. As for nations who want to join the Judiciary Council, they must be hand picked by the President. The President can choose as many nations as he or she wants to be in the Judiciary Council, so long as there are an even amount of nations in it. However, the President should be encouraged to not select a dozen or so nations. I would suggest that while there should be no term limit, the President must understand that he or she cannot go around the region picking random nations. This is where the Assembly comes in. Once the President selects the candidates, the Assembly must vote to either approve or veto the President's decisions. In this process, the Assembly will be able to slim down the number of candidates to a more suitable size. However, should the Assembly see that all of the President's candidates are worth of the position, they may be all inducted into the Judiciary Council. Judges on this council have an indefinite term, but may be revoked of this privilege should they be found breaking the law. In this case, an interrogation conducted by the rest of the Judiciary Council shall ensue.

Other campaigners say they bring change and then fail to provide actual information on as to how they will accomplish this. I, for one, believe in providing information on how I will change this league. I want to make this place a place for everyone, and a place of international goodwill and cooperation. And it is here that I must say:
