No. In collegiate football, Josh, a college's board of directors usually has control over which athletic conference, if any, that their school is a member of. Recall Josh that Florida State and Penn State used to be "independents:, that is, colleges whose sports teams did not affiliate, in any way, with any of the athletic conferences. In 1992, and after several years of contemplation, Florida States board of directors voted to apply for membership in the ACC and were accepted a short time later. FSU decided it would benefit from membership in the ACC, a conference with a good academic reputation and an increasingly good reputation, and W-L record, versus schools from other conferences. The ACC increased its legitimacy as a conference power in football by accepting in FSU, which under Bobby Bowden had become a powerhouse football program. Both benefited, which is why teams join, or often switch conferences. Penn State used to be an independent and joined the Big Ten for the same reasons FSU joined the ACC. Notre Dame is one of the few I-A football teams still without any conference membership of any kind. With their alumni base and storied football history my guess is their board of directors deems their schools affiliation with a conference unnecessary. Notre Dame's contract with NBC is very lucrative for the school as well as the network. There have been rumors in recent years that ND might join the Big Ten but obviously so far it hasn't happened.
