While some of the double-feature discs may not always boast of two strong films, most have been pretty solid efforts, I think.

A good example of your post: The Land That Time Forgot/The People That Time Forgot. Neither film is, IMO, remarkable-the 1975 film("Land That...") is better than average I think, but the 1977 semi-sequel was, for me, passable, and not much else. I think the best double-feature DVDs in the Midnite Movies series are the Edgar Allen Poe stories made into movies, e.g. Murder In The Rue Morgue, The Oblong Box, and The Fall Of The House Of Usher.
