Indeed. Imagine if Shusuke Kaneko had been given an enormous budget like what you mention for a movie like GMK(2001) or even one of the Gamera trilogy films. The result would have been, no doubt, a breathtaking spectacle of a kaiju film such as the world, east and west, has never seen. Honestly, I do not think Toho needs a gigantic budget to make good Godzilla(and other kaiju) films. Now an increased budget might be in order. The thing is, it's what the director does with the resources he has-consider the director of GFW(2004), who was given more creative control and a much greater amount of $ to spend-he appears to have used most of his budget on the sets(the differing locales of the movie), and on effects that were not related to the kaiju in the film, but rather the Matrix-style combat scenes, and other scenes like the motocycle chase, or the Gotengo vs the Xialian ship(the huge Star Wars like firefight). The effects for the monster battles look like they were given secondary priority in this movie, IMO ridiculous as this is supposed to be the last Godzilla movie before the Monster King goes into hiatus. The bottom line to me: it's not always how much $ you have but how you use it, in regards to making these films. shifty eyes
