It just doesn't seem productive in this sense I've often wondered if major metropolitan police departments use these "sting" operations, which usually result in a slew of arrests, to make their monthly arrest quotas. ? I know police generally deny there are quota "systems" in place but, at least regarding Atlanta(GA) I know better: an acquaintance of mine and an Atlanta police officer told me the Atlanta Police Department employs arrests quotas.
