I've played the very first Fallout game but haven't touched them since. They are interesting but just not my kind of game. Fallout 3 does look pretty nice though.
This might sound odd, but Fallout 3 doesn't play anything like the previous two aside from its RPG elements and its setting. It's primarily real time with pause in a first person mode. The emphasis definately is on the pause feature. Real time feels a bit clunky, but it's not bad. Also, the wasteland is more than just a barren environment of random events. The events are still there but you can actually explore the wasteland now. One criticism I do have is on the main storyline. About halfway through (at least I thought it was) the story speeds up and if you take the wrong mission you actually can be forced into the ending (which I didn't like the ending). But despite the main ending woes, the side quests are golden in this game. I don't think I've ever played a RPG in which I enjoyed the side missions more than the main quest. Interesting, maybe I'll rent it one day but there a lot of games coming out that will take up most of my time as is...but I still may give it a try.
