I do not see how people can say the military did not participate in this film. Didn't they have a meeting which concluded that their plan was to have Mothra try to stop KG?

You're right, Evan in that there was the "summit" in which the authorities, members of the military(JSDF) and scientists/media all got together. The military commander who got up twice to speak didn't inspire: he rambled a lot of generalities and didn't really offer anything that contributed to solving the problem of contending with Godzilla and Rodan. He mentioned that the military was "monitoring" the movements of Godzilla and Rodan. There were some brief shots of soldiers scrambling around while Godzilla and Rodan battled it out in the distance. There was no active engagement of the military against the monsters shown in GTTHM.

But isn't that the smart thing since the army has never been able to actualy hinder a kaiju except with electric towers?

Perhaps. Maybe it was a budgetary matter, that is, those making this film at Toho simply couldn't "fit in" any scenes of the military hashing it out with Godzilla and Rodan. winky

With that winking smiley, is the second option you mentioned what you belive the reason is for lack of Japanese military resistance?

I believe the lack of scenes showing the JSDF battling the monsters in GTTHM was because it was a decision made by those at Toho who made this movie. Somebody wrote a script, it was critiqued and then a final draft was used. Obviously the consensus must have been that a scene(or two) showing the JSDF wasn't needed.
