Among Terra are many legitimate governments, recognized by the alliances of the world. But there is one such government that did not wait for recognized legitimacy, and instead established itself whether anyone liked it or not. Ruled by thieves and murderers, the nation, if it can be called that, of Ti is a subject of some small controversy. A safe haven for pirates, raiders, and slavers, it is the hub for a significant amount of the Plane's international crime.
Pirate Lords: Originally founded by a band of pirates, the so called leadership of the island falls to the five Pirate Lords. These Lords of Ti consider themselves members of an Elite group. To become a Pirate Lord, one of the existing Lords must first die. The remaining Lords then confer amongst themselves who they believe should join their ranks. This replacement is typically one of the more wealthy or more respected Captains that frequent their shores.
Tolerance by Equestria and Other Nations: Contrary to what you may believe, Ti is not a small place. It is very largely populated by those who care a great deal about the profits that their trade brings them, most of those being under the rule of one or other of the Pirate Lords. Most nations, including Equestria, have a difficult time justifying the cost of going to war with such a nation, despite their nuisance existence. The loss of life would be too high for most to consider it, not to mention the cost of feeding and equipping the soldiers for the journey to Ti’s shores.
In the event that some militant force did reach the island, they would find themselves met with a well built fortress, with high walls encircling the populace and a set of large chain gates at the port’s entrance. One to prevent the militant force from entering, and one to prevent their escape. The walls are manned only by direct subordinates of the Pirate Lords, who also ensure that the rules laid out by the Pirate Lords are followed by the populace. The walls themselves also house catapults to fire on enemy ships, and are built slanted outwards from the bottom to make it much more difficult to climb. In addition, within the large fortress itself, several traps lie in wait for any invader, making it almost a death sentence to invade. In the unlikely event that the militant force managed to reach the Mount, the dwelling of the Lords build above the rest of the island on a high rock, they would still need to traverse the maze within, deal with the guards inside, and reach the Lords themselves before they found one of the many hidden escape routes.
Organization: The nation is very rarely in an organized state. Only when the five Pirate Lords make the call to their thrall captains is any sense of organization truly established. Normally the populace is left to govern and rule itself with little supervision. When the Pirate Lords do feel the need to organize, they call a Convention. This is done by sending a message to all of the known captains of Ti, a red circle on a simple piece of parchment. To ignore the Call to Convention is a grave sin among the inhabitants of Ti, and more than likely will end in the offender’s death, with someone swiftly replacing them. The last time the Pirate Lords made a Call to Convention was several hundred years ago.
Impact on the world: Despite its large size, Ti’s economy subsists mostly goods and services that you would find anywhere else on the plane, while also being subsidized by the trading of items that would be considered illegal in most places. Narcotics, weapons, slaves and stolen property will often find its way onto the market. What this means is that pirates and raiders usually stick to ransacking trade ships out in international waters. Few make a career out of the dangerous act of land raiding, and fewer still are successful at it for long. This makes their presence on the world stage known, but not incredibly significant.
Locating Ti Finding the Island of Ti is a difficult, if not near impossible task. Within the inner sanctums of the island lives a group of mages and mystics, who perform a ritual beneath the island to transport its entirety to a new location through teleportation, in order to keep its location a secret. These mystic temples are built and carved through the whole of the island, left behind by a civilisation long lost to time. It seems purpose built specifically for relocationg the island. Those captains who have pledged themselves to one of the Pirate Lords receive a magic item, a compass, which tells them which direction they need to travel to reach the island. A few trustworthy traders and others of the like may receive a compass as well, though it is difficult to accomplish, and usually only the captain of a ship may receive one. These compasses are bound to their owners, but may be passed down as seen fit. Only the owner can use it to locate Ti. Otherwise, it acts as a normal compass. Upon the death or capture of the owner, the compass will be destroyed.
