At Target there is a 5 cent discount for every bag you don't use (whether you carry your items or BYOB), I prefer that method.

Well, that's why marketing departments exist. A charge for using versus a discount for not using magically turns into two different things based on the feelings words produce.

either way though, it is much better than a city council making it illegal....Target has a right to charge whatever they want for bags, or get rid of the all together if they choose.

You're missing the intent of my comment. Its up to the business to decide what they charge a consumer regardless of city ordinances that the business must pay. So whether target wants to build the fee into their price and charge you $10.05 with $0.05 discount for not using plastic or not build it in and charge $10.00 with a $0.05 charge for using plastic doesn't really affect your wallet, but everyone feels a little more warm and fuzzy when they get a discount.

I always considered Capitol Hill as the "eastside." that's a very rainbow area...
