Lie down now, rest, and we'll talk about this when you regain your senses." It's called the knockout mechanism.

Aaron, why 10%? The retired and disabled alone would exceed 10%.

that's a good point.....I exclude children and the disabled from that list. Being "retired" isn't an automatic exemption though, as many of them have income....and under TheFairTax (my preferred system) most would contribute something.
