Unlike in the games where you could learn a move instantly, you need to train to learn it. In Aruma you will have to train your Pokemon, once high enough or close enough to that level, you can start to train your Pokemon to learn that move.
NOTE: Your pokemon knows all moves up to it's level. Yes, it can go over the limit of 4.

Ex. Lukas was going through Pidgey’s stats on his Dex. Pidgey was getting high enough to learn steel wing. Lukas closed Dex and shoved it in his back pocket. He grabbed the second pokeball on his belt, hit the middle button as it grew in his hand, and tossed it into the air. As it opened Pidgey came soaring out and cried. “Pidgey, its time to learn Steel Wing! Its’s the same as Wing Attack, but you need to add a more powerful bam to it!” Pidgey nodded in agreement and took to the air. Pidgey began to charge at a tree with Steel Wing. Pidgey struck right through it. Thinking it would slice in half, Lukas was wrong. It made a cut in the bark. “Pidgey! You need to do it like Skarmory!” Lukas shouted as he grabbed another ball from his belt. “Go! Skarmory! Use Steel Wing!” Skarmory came straight out and charged up energy in his wings and struck the tree like a twig and snapped it in half. Pidgey nodded and went at another tree. This time the cut was bigger and deeper but still needed practice.

This was an example, but you must be creative on how you teach your Pokemon new moves. Also if a Ref or another Staff Member find it invalid you must try again.
The further the pokemon is from learning the move is, the less training you need.
