The inclusion of Altaria into the list of permissible aerial mounts is based purely upon speculation, due to their mythical nature. According to oral and written legend, they compose their wings of the clouds themselves, exhibiting a minor ability to control weather and air pressures. It is assumed that, since clouds have little mass, they manipulate the air and weather patterns in order to fly as well. Scholars believe that the addition of a human rider would effect their ability to fly very little.
If this were disproved before a suitably qualified audience, an amendment will be made to the laws, either to abolish permissible use of Altaria as a mount, or to limit their use to licensed handlers.
