So President Obama did sign the agreement on fed budget and prevented the government shut down. In the bill, the GOP and conservatives were able to insert a required item: to remove 4 of the current czars. And now, it seems President Obama has decided he can go against his word and signature, basically breaking the agreement. How so? simply by refusing to let those 4 czars go.
