Those people probably had good jobs and could afford to move. Poor people can't do that. Many of those poor people are working, but not making enough money to save any to do what you say happened in St. Louis. |

There is no answer MR. Many disasters happen quickly and there is no time to evacuate. There aren't enough busses to get everyone out and the truth is that many refuse to leave then demand that the govt save them when it is impossible to do so. |

To many people in to small a space. I live in a town of less than 100,000 people and in the event of a major disaster I would have trouble getting out |

MR, Two steps out the backdoor? Actually your problem is likely to be the inverse, what to do with people who do get out of the cities.
