Court Procedures shall be decided upon by all Justicars collectively, and whenever a new Justicar is added, they must assent to said prior procedures, or express their wish for amendments. If a wish for amendment is expressed, the Justicar pool must assent collectively to said amendments.

Citizen's Assembly Oversight
With a 3/4 supermajority, the Citizen's Assembly shall be able to reject court procedures.
