SUPREME HABITUS OF THE KINGDOMS OF THE ALLIANCE SOVEREIGN IMPERIAL REALMS AS ORDAINED AND EXECUTED BY: THE IMPERIAL CONCLAVE
[Pindent]In our quest to achieve the highest of earthly stations, reaffirm our union of realms, promote the advancement of our societies, and broaden our scope and ascent, we shall enact and hold up this Supreme Habitus for the benefit of all nations and the world.[/Pindent]
● ARTICLE 1 ● SOVEREIGN IMPERIAL REALMS Section 1: Kingdom Standard In accordance with the Providence Papers, we shall establish the Kingdom Standard which establishes a default standard of acquisition and jurisdiction of the Sovereign Imperial Realms. The Kingdom Standard shall be: The Sovereign Imperial Realms shall consist of the founding regions of Ravana, Elysia, Argonia, Lavathia, Machina, Soterya and Sovereign Imperial Realms for eternity, bound together by this High Habitus, reinforced by the Providence Papers, strengthened by the law of each realm, and populated by the nations herein assembled under this jurisdiction. This default Kingdom Standard shall not be altered, modified, or abolished in any way through any authority or nation. Section 2: Jurisdictional Changes The Sovereign Imperial Realms may establish or abolish additional Realms and acquire territories under this jurisdiction provided that the Kingdom Standard remain intact. The expanion or contraction of any jurisdictional change shall require a unanimous vote on the Imperial Conclave and a Writ of Revision to the Providence Papers. Section 3. Providence Papers We shall, at all times and in good faith remain in compliance with the Providence Papers as written. As the Providence Papers adapts and changes to the status of our Sovereign Imperial Realms, we shall make every effort to comply. A failure to comply with the Providence Papers may result in executive action by the Providence King to correct and insure compliance. Section 4: Jurisdictional Hierarchy Within the whole of the Sovereign Imperial Realms, there shall be four distinct jurisdictional levels of authority. These orders, from highest to lowest shall be the Providence Level, the Kingdom Level, Realm Level and Territorial Level. Each level shall be independently operated, with its own set of legal statutes and policies, and shall comply with any levels above it. Section 5: Territory level The Territorial level shall consist of any region under the jurisdiction of the Sovereign Imperial Realms which has not been ordained by the Kingdom level or higher to become a Realm. Territories may be regions of holding or temporary use to the Sovereign Imperial Realms to serve a purpose which enhances the Kingdom as a whole. Only the King of a Realm may ordain the creation or destruction of a Territory that they have established. Resident nations in Territorial Holdings shall be subject to all laws within the Sovereign Imperial Realms, yet may not be granted rights to recruit or influence citizens away from a Realm. Section 6: Realm Level The Realm shall be the basic unit of jurisdiction of the Sovereign Imperial Realms and shall be either established through the Kingdom Standard, or by unanimous vote on the Imperial Conclave. A Realm shall be required to have a legal Habitus to establish a government for itself, and shall be required to select a King to represent the Realm at the Kingdom Level as well as execute the Realm Station ordained to the realm. Section 7: Kingdom Level The Kingdom Level shall consist primarily of the Imperial Conclave, which is comprised solely of all Realm Kings and the Providence King. This Imperial Conclave shall make all decisions which shape and effect the Sovereign Imperial Realms as a whole, enhance the roles and responsibilities of the various Realm Stations and represent to the world, the Sovereign Imperial Realms as an alliance. Section 8: Providence Level The Providence Level shall consist of King Tabriz and his use of the Providence Papers to enact and reinforce policy changes for the whole of the Sovereign Imperial Realms and the Imperial Conclave. Should an issue arise that cannot be agreed upon at any jurisdictional level, the Providence level shall decide solely.
● ARTICLE 2 ● Realm Stations Section 1: Realm Stations Each Realm shall have a pre-ordained task to accomplish which benefits the whole the Kingdom and all the other realms therein. The Realm Stations which fall under the jurisdiction of the Kingdom Standard shall be assigned to by King Tabriz through a Writ of Revision to the Providence Papers, managed as a whole by the Imperial Conclave and executed by Kings in their respective realms to delegate to the citizens. Realms added to the Sovereign Imperial Realms beyond the Kingdom Standard shall have their Realm Station assigned to them by unanimous vote by the Imperial Conclave. Section 2: Ordained Realm Stations Realm Stations that have been ordained through the Providence Papers shall be tasked to the Realm, their King and Citizens. Through the Habitus of a realm, there may be tasks which are performed that belong to another Realm, however, those tasks shall be subject to the regulatory influence of the Realm in which the Realm Station is officially ordained. Section 3: Conflicts Should a Realm, its King, or Citizenry execute a function that has been assigned as a Realm Station to another Realm, any higher level authority or court shall rule for the Realm of which the Realm Station belongs as that act falls under their jurisdiction to insure compliance with Sovereign Imperial Realm policies and law. Section 4: Ravana Realm Station The Realm Station of the realm of Ravana shall be Administrative Management. Administrative Management implies that Ravana shall be authorized to establish welcome committees for new nations, training courses, encourage new residents to get involved, and generally assist in insuring swift and accurate management of citizen placements. Ravana shall be tasked with creating and keeping record of all citizens of all realms, and providing a regular census. Citizenship of all residents within the Sovereign Imperial Realms shall come before citizenship of the realm, thus, a realm may opt to remove a citizen from their jurisdiction, yet that citizen holds the right to reside in another realm, unless a Writ of Cherum has been signed at the Providence level. All matters of Administrative Management herein defined that any realm seeks to accomplish unilaterally shall conform to the policies and laws established by Ravana. Section 5: Elysia Realm Station The Realm Station of the realm of Elysia shall be Diplomatic Affairs. Diplomatic Affairs implies that Elysia shall seek to create ingame embassies with foreign regions and the region Sovereign Imperial Realms, as well as protect the ingame embassies that the realms have established within themselves. Diplomatic affairs also implies that the Elysia shall actively seek to establish forum-based embassies with other regions and organizations in the world, act as a mediator for foreign conflict, and otherwise represent the Sovereign Imperial Realms in a positive and productive light to the world. All matters of Diplomatic Affairs herein defined that any realm seeks to accomplish unilaterally shall conform to the policies and laws established by Elysia. Section 6: Argonia Realm Station The realm station of the realm of Argonia shall be Economics and Roleplay. Economics implies that they shall operate Balmoral Village, and the Balmoral Village Bank, choosing amoungst themselves a nation to manage the transactions of currency, and draft and impliment fair rules and policies for all the Realms to enjoy. Argonia shall also be charged with maintaining a functioning role play section of the forum, to allow all residents to participate. All matters of Economics and Roleplay herein defined that any realm seeks to accomplish unilaterally shall conform to the policies and laws established by Argonia. Section 7: Lavathia Realm Station The realm station of the realm of Lavathia shall be Intelligence Work. Intelligence Work implies the gathering of information both domestically and abroad, for any purpose which helps the Sovereign Imperial Realms as a whole for security, military, personal, informational purposes. This information may be used by the Realm Kings to fulfill their tasks under their Realm Station, or be archived for general purpose. All matters of Intelligence Work herein defined that any realm seeks to accomplish unilaterally shall conform to the policies and laws established by Lavathia. Section 8: Machina Realm Station The realm station of the realm of Machina shall be Military Gameplay. Military gameplay implies the use of World Assembly Nations to move abroad for the purpose of taking over another region, defending that region from foreign takeover, or securing the territories and Realms of the Sovereign Imperial Realms. Included in this Realm Station shall be a policing force within the Sovereign Imperial Realms, to insure compliance with all laws at all levels. The Police Force shall hold the right to issue fines (in Crowns), at a reasonable rate, to citizens who are in violation of the law. All matters of Military Gameplay herein defined that any realm seeks to accomplish unilaterally shall conform to the policies and laws established by Machina. No Realm shall unilaterally defend,invade, liberate, occupy, or assist a foreign region outside the normal established channels of the Sovereign Imperial Realms chain of command. Section 9: Soterya Realm Station The realm station of the realm of Soterya shall be Cultural Management. Cultural Management implies that Soterya shall seek to produce cultural events and material which enhance the overall quality of life and detail within the Sovereign Imperial Realms. This may be done through the hosting of debates, contests, events, and other activities which are designed to establish a more inclusive and rich expereience. All matters of Cultural Management herein defined that any realm seeks to accomplish unilaterally shall conform to the policies and laws established by Soterya.
● ARTICLE 3 ● REALM GOVERNANCE Section 1: Legal Authority Every Realm shall have the legal authority to establish a government in the manner of their choosing which complies with the Providence Papers and this High habitus. Realms may not enact a habitus, or laws which contradict these documents, and should a law be enacted that does, it shall be rendered null and void by the Realm King until it can be repealed in a legal manner in accordance with the laws and Habitus of the Realm. Section 2: Legal Disputes Every realm holds the right to establish within itself a court of law, to handle legal disputes for that realm. Should a legal dispute not be settled at the realm level, it shall be tasked to a higher court, or the Imperial Conclave to resolve at the kingdom level. If at the kingdom level, a legal dispute cannot be settled and resolved, that dispute shall be settled at the providence level. Legal disputes between two or more realms shall be solved at the Kingdom Level by default or at the providence level. Section 3: Habitus Every realm shall refer to its highest realm level constitution as a Habitus. The Habitus for a realm shall be enacted through public referendum of all citizens within that realm by a vote exceeding 50% of all voters who participated in the referendum. Section 4: Ruling Monarch It shall be the duty of every realm to establish a position known as the Ruling Monarch, who shall by default be charged with representing the realm at the kingdom level, and shall be a member of the Imperial Conclave. If the citizen occupying this office is a female, it shall be referred to as a Queen and hold equal standing in law as that of King. Any spouse or family member of the ruling monarch of a realm shall not be granted priviledges to attend the Imperial Conclave. The Ruling Monarch of a realm shall occupy the office for a minimum of six months, barring no resignation, death, or impeachment. Section 5: Royal Referendum Each Realm shall conduct a Royal Referendum of all its citizens once every six months to determine if they will keep their current monarch or replace the monarch with either an heir or another member of the royal class. The schedule for the Royal Referendum within the realms are as follows: [Pindent]● Ravana - January 15th and July 15th ● Elysia - February 15th and August 15th ● Argonia - March 15th and September 15th ● Lavathia - April 15th and October 15th ● Machina - May 15th and November 15th ● Soterya - June 15th and December 15th[/pindent]Section 6: Election Standard All Elections at any level of the jurisdictional hierarchy shall last for 48 hours as a standard, and shall be conducted on the Sovereign Imperial Realms Community Forum in written vote format. A written vote is a vote in which the voter makes a post and writes down their intended result. Section 7: Changes in Government No Habitus, law, or office shall ever be composed in such a way which prevents its own repeal or replacement at the realm level. All opportunity should be afforded for citizens to seek to enact changes in government as is their right to fully represent the people and their desires for government. Section 8: Regional Officers The Ruling Monarch of each realm shall be tasked with maintaining the World Assembly Delegate position within the realm, and may assign additional regional officers as necessary, excluding the Diplomacy Officer. Regional Officers which act in a roque or unauthorized manner by law where it exists or opinion of the Ruling Monarch of that realm shall be removed by the founding nation of that realm or at the providence level of jurisdiction. Section 9: Regalia The Flag of a realm shall be authorized by the Ruling Monarch of the realm, and shall represent the realm in all matters, foreign and domestic. Other regalia, shall be determined by the ruling monarch or the governing body under law within the Habitus of the realm. Official regalia and especially the flag must be thematic to the Sovereign Imperial Realms. Section 10: Citizenship A Realm and its government hold the right to determine through law the residents who reside within the realms. Should a resident violate the law, and the government of that realm seeks to remove him as a resident, it is their right. It is, however, not their right to strip the Citizenship status of a nation, as citizenship falls under the providence level jurisdiction through a Writ of Ascention. Section 11: Budget All Crowns allocated to the realms shall be held by the Ruling Monarch of that respective realm. The Ruling Monarch shall insure proper allocation of those Crowns in turn in accordance with the budget established by the realm.
● ARTICLE 4 ● KINGDOM MANAGEMENT Section 1: Imperial Conclave The Imperial Conclave shall serve as the ruling body for all of the kingdom level jurisdiction within the Sovereign Imperial Realms. It is comprised of the Ruling Monarchs of each realm, plus the Providence King. The Imperial Conclave shall work within the confines of the realm stations whereever possible to see to completion any project or objective. Whereever possible, the use of multi-realm cooperation to achieve common goals for the Sovereign Imperial Realms shall be employed by the Imperial Conclave. Section 2: Staggered Membership No two Ruling Monarchs from any realm may join Imperial Conclave within seven full days (168 hours) of eachother. The Imperial Conclave should gain new Ruling Monarchs in a fluid manner and one at a time to avoid sudden and sometimes disruptive changes of power. Section 3: Voting Proceedure Within the Imperial Conclave, Votes are done through the seal of the Ruling Monarch. As such, a Monarch who approves of a vote will post their seal. For any vote of any type to be ratified, there must be a majority of all currently ruling monarchs offering their seal to the vote. If 70% of the ruling monarchs offer their seals, then the decision is passed and ratified. The voting sessions for the issues up for vote shall not end until it is ratified by 70% or equally voted down by 70%, allowing for continual deliberation, up to 30 days, to achieve a concensus with a 70% majority for or against. If no consensus is achieved for or against, the voting session shall close by default. If a new Ruling Monarch from a realm is elevated into the Imperial Conclave before a vote has reached quorum, the Ruling Monarch shall be allowed to cast their vote superceeding and replacing the vote of the predecessor. Section 4: The Bridge A Ruling Monarch may be replaced by heredity should their nation cease to exist (death), abandonment of the throne or office (exile), a Writ of Cherum has been signed by the Providence King (banishment), or by a public referendum of the citizens of that realm with a vote exceeding 70% if no heir is established by that realm (referendum). During unexpected transitions of power, the Imperial Conclave may cast a vote for The Bridge which implies that normal operations are suspended for 48 hours until the new Ruling Monarch is etablished within the Imperial Conclave. Section 5: The 70% Standard The following items may use he 70% voting standard within the Imperial Conclave: [Pindent]● Matters related to Citizenship ● Disciplinary Action ● Criminal Fine rates in Crowns ● In game and Forum Embassy Creation ● Attendance of foreign events ● The Creation of Domestic events ● Intelligence Gathering Operations ● Military Operations abroad ● Domestic Security[/pindent] Section 6: The 100% Standard The following items shall require a 100% voting standard within the Imperial Conclave: [Pindent]● The addition of a new realm. ● The removal of an existing realm, excluding those within the Kingdom Standard. ● The establishment of additional executive or judicial offices at the kingdom level. ● Amendments to this High Habitus[/pindent]
● ARTICLE 5 ● CITIZENS RIGHTS BY PROVIDENCE Section 1: Equal Rights: All citizens shall hold equal rights under the law of the Sovereign Imperial Realms in compliance with the law. All citizens shall be subject to all ratified laws. Section 2: Right of Activity: All citizens shall hold the right to free speech, religion, assemblage, and protest in compliance with the law. Section 3: Right of Residency: All citizens hold the right to reside within the jurisdictions of the Sovereign Imperial Realms in compliance with the law. Section 4: Right of Privacy: All citizens hold the right to maintain privacy in their papers, telegrams and messages and personal player information and all private effects shall remain private only until a warrent is issued. Section 5: Right of Sovereignity: All citizen hold the right to manage their national issues, flag, leadership, and variables and decisions in the manner of their own choosing in compliance with the law. Section 6: Right of Advancement: All citizens hold the right to advance through the governments of the Sovereign Imperial Realms in compliance with the law. Section 7: Right of Association: All citizens hold the right to establish political parties, guilds, partnerships and associations, in compliance with the law. Section 8: Right of Access: All citizens hold the right to access publicly available information as it pertains to the governments and laws of the Sovereign Imperial Realms and to question all citizens in positions of leadership in compliance with the law. Section 9: Right of Trial: All citizens shall be innocent until proven guilty under the law and hold the right to seek representation in trial in compliance with the law. Section 10: Right of Fairness: All citizens shall not be charged with a crime before a law is established making the act a crime, nor shall they face unreasonable punishments in compliance with the law. Section 11: Renunciation of Rights: All citizens may chose to give up their rights at will. Nations not seeking to renounce their rights at will will require a Writ of Cherum. Section 12: Right of Identity: All nations hold the right to maintain their national identity, and request a Writ of Cherum be placed on any nation which impersonates, or otherwise obstructs this right as applicable by law. |
