Kind of difficult when the outer shells of the atoms both metals are made from, have their full complement of electrons (making them both very stable).
If it wasn't for that, things would be much easier, but stable atoms are quite difficult to change.

Or the fact that you'd have to change the atomic number (Number of protons in the element).

Lead and gold don't have their full complement of electrons in their outer shells. Even if they did, don't you think other elements wouldn't and people would easily be going around changing element?

Adding or removing electrons just turns the the atom into an ion. But it is true that elements are on a 'quest' if you like to be stable. And they attempt to reach the electron arrangement to their nearest noble gas in the periodic table.

Turning lead into gold is possible. It's just not a very good idea!

I'm pretty damn sure gold DOES have a fully populated outer shell. Thats what makes it so damn stable and why its used to coat the undersea cablea and stuff to protect them.

You should look stuff up before you post. Gold forms compounds. That means it isn't stable. It forms ions in a bid to have a more stable complex...although gold is stable.

Look up the wikipedia on gold even? It only has 1 electron in its outermost shell.

Getting back to the point. Electrons don't judge what an element is. The number of protons in the nucleus does.
