He can do it canonly. Just play the game. xD As the Composer, Joshua has the ability to move through worlds and universes.

History:
Everyone, I'm just gonna get it straight here.

JOSHUA IS THE COMPOSER.

This pretty much means he's god.

Also he has an ego the size of Shibuya, maybe even bigger. We understand? Okay, cool.

Basically, the World Ends With You is a bitch fight between Josh and his Conductor, Megumi, with Mr. Hanekoma selling coffee to an audience of no one in the background while a bunch of kids die.

So, one day Josh decides, in his infinite wisdom, he's totally going to nuke Shibuya because it lacks creativity and originality and he wants to start from scratch in what seems like to be ripped right out from the Bible, where Moses tries to convince god to not nuke the entire world. Well, somewhere in his sick head he decides to have a game.

How does he do this?

He takes the worst person he can find in all of Shibuya and SHOOTS HIM DEAD. Now, Neku has the entire fate of Shibuya on his shoulders and has no idea. Good going, Josh. also, Sho tries to shoot him but because Josh is basically God and Sho is his weak little underling, it's a no go.

Now, none of us are really sure how the hell this accomplishes anything, killing someone, but it all makes sense in Josh's head.

Josh, like the huge creeper he is, follows Neku around during Shiki's week and, look, Shiki changed him. All right. There's hope! The rules get bent (Josh is notorious for that, honestly. So is his staff. If you're a shifty bastard, you employ shifty bastards.)

So, Josh puts himself into the Game, lowering his powers ten fold and forces himself on makes a pact with Neku. Neku hates this little shit like you have no idea. I would to, if I were Neku. The asshole killed him. But, it's not like Neku remembers. So, they chum around through week two being assaulted by math terms and Sho's shenanigans. Eventually, when they fight Sho, Josh puts himself in front of an i-flare, but being the CRAFTY CREEPER he is, he escapes to a Tin Pin universe and instead of watching fate pan out, he plays tin pin for a while.

Obviously, Tin Pin > Neku and Co.

Neku learned to trust Josh though! Some think this is a huge mistake. Neku goes through week three with Beat, Shiki comes back and Josh, in a fit of irony, crushes Sho with his own junk. It's beautiful, simply beautiful. Neku fights Megs and Josh reveals himself to be the Composer.

What does he do, after traumatizing Neku?

Shoots him again.

Yep, you heard me, folks, he shoots the kid again.

However, Josh has decided that since Neku can change, the world can change, so he decides to not destroy Sodom and Gomorrah. Err. Shibuya.

Hey, at least Neku trusts him now, right?

At the end of Josh's whole “maybe I'll destroy the world” thing, he's decided he's going to peep in on other worlds, which is why he's here. Well, Josh is still the big guy of Shibuya, aka, god of the Shibuya District. This means he's also very privy to the information that there are other worlds out there. He's heard of a certain keyblade bearer and the heartless threat and Josh definitely wants the heartless out of Shibuya. It'll ruin his delicate eco system of life and death even more. So thinking, he can travel to worlds and with his sharp mind, keep them out of Shibuya.

He's also very curious because this is Joshua, man. What a curious bugger he is.

… actually, he's also pretty interested in his keyblade. It's a passing fancy. He's just more interested in figuring out how to keep Heartless out before they even get to his world.

Right Now:
Currently, his in Shibuya District and all of the above. The Reaper's Game is still going and he's only voiced his concern to Mr. Hanekoma about the Heartless.
