Summary:
Heptachiond is running low on the
incense he lights in prayer as an
offering to the departed.
Apparently, the incense is made
by a friend who is now at Fort
Karugo-Narugo.

At least this is my best guess based on previous WHM tele scroll quests, and the description of these quests.

I'm working on the quests now, and will report my findings.

Update:
The NPCs that start the quests are friars from the church in San d'Oria. This looks very promising.
