[size=7]Official Charter of the Federation of Independent Republican Empires[/size]



Preamble
We, the members of the Federation of Independent R Empires (FIRE), come together as a group of friends in a spirit of cooperation, good-will, and unity to draft this Charter of our alliance. Through this living document we establish national rights, a formal government, provide for the general welfare of the alliance, assist nations in domestic growth, establish an alliance wide defense, and together reap the blessings of the strength that flows from our common unity.


[size=7]Article I: Admission & Membership [/size]

Section 1: Admission
To gain admission into FIRE, each nation must state, on Fire public sign-up thread on the CN forum the following:

1. Nation name;
2. Ruler name;
3. Resources;
4. Other nations in their possession, if any;
5. Current and previous alliance memberships, if any;
6. Team color.

Section 2: Membership
A: Membership shall be granted to applying nations by a member upon approval of the Director of Recruiting or an authorized subordinate.

B: Membership in other alliances is not allowed.

C: All FIRE members agree to be bound by this Charter. Any member found in violation of any of these clauses may be subject to disciplinary action by the Cabinet.


[size=7]Article II: The Cabinet & Alliance Officials [/size]

Section 1: Government Structure
FIRE seeks to provide member nations many different opportunities to get involved. The Executive Branch can be divided into two sections - elected officials and appointed officials. The elected official portion of the Executive Branch consists of the President and Vice President. The appointed official portion of the Executive Branch is the cabinet which consists of the Directors of Defense, Recruitment, Foreign Affairs, Internal Affairs, Department of Security and Education. The final official of the Executive Branch, the FIRE Marshall is the founder of our alliance and should be considered the senior official in alliance matters.

Section 2: Fire Marshall/Founder
The position of Fire Marshall is permanently held by Alden, founder of the alliance. This life-long position is non-negotiable but may be ceded for a period of time at his discretion.

Section 3: The President
The Office of President is an elected position. The President acts as the chief executive of the alliance and the primary official, responsible for appointing cabinet members and setting policy. Makes any executive decisions not otherwise specified in the Charter.


Section 4: The Vice-President
The Vice President of the Federation of Independent R Empires is elected to office as the runner-up in the Presidential election. The primary duties of the Vice President are to serve as the senior officer of the alliance in the absence of the President and to assist in the administration of the various departments of the Federation government.

Section 5: The Cabinet
Director of Defense: the commanding military officer of the Federation and is charged with overseeing the Department of Defense. The Director of Defense is allowed one Deputy Director of Defense for each military division of the Federation. The Deputy Director of Defense is an appointed position that is not required to be confirmed by the Senate before taking office.

Director of Recruitment: oversees all recruitment and retention operations of the Federation. The Director of Recruitment is allowed two Deputy Directors of Recruitment for the entire Department of Recruitment. The Deputy Director of Recruitment is an appointed position that is not required to be confirmed by the Senate before taking office.

The Director of Foreign Affairs is the chief public relations officer of the Federation and is charged with overseeing all foreign relations and treaty signing operations. The Director of Foreign Affairs is allowed one Deputy Director of Foreign Affairs for each diplomatic division of the Federation. The Deputy Director of Foreign Affairs is an appointed position that is not required to be confirmed by the Senate before taking office.

The Director of Internal Affairs is charged with overseeing the internal operations of the Federation. This includes all internal elections and votes as well as the aid and growth systems. The Director of Internal Affairs is allowed two Deputy Directors of Internal Affairs for the entire Department of Internal Affairs. The Deputy Director of Internal Affairs is an appointed position that is not required to be confirmed by the Senate before taking office.

The Director of Education is charged with developing, maintaining, and executing the cadet training program of the Federation, as well as maintaining the Academy of the Federation. The Director of Education is allowed two Deputy Directors of Education for the entire Department of Education. The Deputy Director of Education is an appointed position that is not required to be confirmed by the Senate before taking office.

The Director of Security serves as the chief intelligence officer of the Federation and is charged with overseeing all clandestine foreign intelligence gathering operations as well as the internal security of the Federation. The Director of Security is allowed two Deputy Directors of Security for the entire Department of Intelligence. The Deputy Director of Security is an appointed position that is not required to be confirmed by the Alliance Council before taking office.He/she also takes command in the absence of the VP and The president in a emergency situation.


[size=7]Section 4: Advisory Offices[/size]
To further the mission and operations of the Federation, members may be appointed to various positions in the government. These appointed Offices are not in the legal chain of command and act to fulfill specific duties or act in advisory capacities. Appointments are confirmed by the Fire Marhsall.


National Security Advisor: Appointed by the President. Responsible for advising the President and cabinet on issues related to the security of the Federation. The National Security Advisor, serves as the chief advisor to the President of FIRE on defense and security issues.

The National Security Advisor is appointed by the President without confirmation by the Alliance Council. As such, they are not connected to the bureaucratic politics of the Departments of Foreign Affairs and Defense, and are therefore able to offer independent advice. The power and role of the National Security Advisor may also be extended to speaking on behalf of the president to other alliances as a personal representative in times of declared emergencies.

In times of crisis, the National Security Advisor mans the Federation's Situation Room, updating the President on the latest events of a crisis.

Foreign Federation Advisor (FFA) : An official from another alliance given the unique function of advising the Fire Marhsall and President on any and all issues relating to the formation, implementation, and running of the Federation. Because of the unique and sensitive relationship these FFAs will have appointments will come from the Fire Marshall.

Director of Communications: Appointed by the Director of Internal Affairs. Head of the alliance communications, forums, and IRC. oversees FireNews Service (LNS), and works with the Cabinet on communications to Fireas a whole and the rest of the globe.

Director of Game Mechanics: Appointed by the Director of Education. Head of alliance information, oversees Fire Information Brigades (FIB), and works with alliance members on collection and communication of information on the workings of the game engine.

Director of Public Affairs: Appointed by the President. Serves as the spokesperson for the Alliance at the request of the President or Vice-President. Resposible for maintaining a mature and disciplined image on any non-FIRE forums.

Section 5: Order of Succession
In the event of a Federation emergency the order of succession of the day to day running of the federation is as follows:

1. President;
2. Vice President;
3. Fire Marshall;
4. Director of Foreign Affairs

Cabinet members may appoint a substitute for their role in case they expect to be temporarily absent. For unexpected absences, or those extending beyond the length of term, the President may appoint a substitute.

[size=7]Section 6: The General Assembly[/size]
The Alliance Council will consist of not more than 5 elected trustees. The Alliance Council acts as a second cabinet of sorts in that its purpose is to represent the voice of the people to the president. This is done through an advisory process via direct representation of the people to the President, the General Assembly and through voting on simple matters.

A. The Trustee receiving the most votes will be the Chair. The Chair is responsible for organizing and administrating the Trustee and General Assembly forums. All Trustees are equal and proxy votes are not allowed.

B. The Trustee duties include the managing and voting of proposals, maintaining the Hall of Law, the ratification of treaties and the approval of declarations of war in emergencies, and advising the President and Vice-President.

C: All Fire members in good standing with full membership to the General Assembly are eligible to participate in legislative matters.

D: A Fire member may submit to the appropriate minister any suggestion they may have. That suggestion may become a new policy or it may be handed over to the trustees. Depending on the complexity the trustees may either affirm it or send it out to the General Assembly for a vote. A simple majority by particpating members is all that is required to pass minor proposals.

On most occasions a time of discussion will be given to the full membership before a Trusee vote. The only exceptions would be emergency issues and highly sensitive matters where the question of spies receiving information would harm the Federation.

E: The Trustees represent the Federation in times when a trial or internal situation arises where there is need for a judicial system. The trustees act as the judges. The DoS as the prosecutor. The accused FIRE member may ask anyone they would like to be their counsel.

F: The Trustees are "entrusted" with ensuring the law of FIRE and its policies are being carried out.

H: In the 72 hours after the announcement of a veto by the President, a motion to overturn that veto may be proposed, by any full FIRE member. Such a motion seconded by a ½ quorum will be brought to a Trustee vote. A super-majority is required to overturn any Presidential veto. If such a motion fails to override a veto, said veto may not be challenged again.

[size=7]Article III: Elections[/size]

A: Until such time as the Fire Marshall deems appropriate and the alliance expands to the point where democratic elections are viable and possible, the initial elected positions will be done by appointment. When elections begin it will be as follows:

B: President and Vice-President positions are permanent until either should step aside. At that point the president will arrange for elections to take effect on the first day of every even month, according to the following schedule: 2 days open for nominations, 3 days for campaigning and 2 days for voting. Each stage of the elections process begins and ends at update.

C: Trustee elections shall take effect on the first day of every odd month, according to the following schedule2 days open for nominations, 3 days for campaigning and 2 days for voting. Each stage of the elections process begins and ends at update.

D: In order to ensure the transparency of the election process, the Director of Internal Affairs shall appoint an Elections Chair to oversee all matters relating to the election. The Elections Chair is not permitted to stand in the election. They may be removed from office at the behest of the members of FIRE, which must be done prior to the start of voting.

E: During the nomination period, Fire members may nominate themselves for one office. If a Fire member is unable to nominate themselves during the nomination period, they may do so before nominations begin by PMing the Elections Chair, who will in turn share the nomination with the floor once nominating begins. Once a member receives 3 nominations (a nominated and 2 seconds) they are nominated and on the ballot. Only one person can be nominated per person.

F: Fire members may cast one vote for each Office. The nation gaining the highest amount of votes for each Office is elected.

G: In the event of a tie for President and Vice-President, a run-off election for the office(s) in question will begin at the next update following the close of voting. Only the candidates with the most votes for the office(s) in a tie will participate. Voting for the run-off election shall last 48 hours. In the event of another tie, Fire Marshall shall appoint one of the candidates to the position.

H. In the event of a tie for the Trustees both Trustes will take office provided it does not increase the number of trustees above seven. If it does the members in 7th and 8th places will have a run-off election as described above in E.

I: The Elections Chair shall certify and post election results within 24 hours of the end of voting. Election winners enter office upon certification the 1st day of the new month at update.

[size=7]Article IV: Relations with other Alliances[/size]

Section 1: Relations within the White Sphere

A: It is the desire of FIRE to be at peace with and respect all other alliances. FIRE seeks friendly relations and good will with any and all alliances. This will include, if deemed appropriate, Pacts of Non-aggression, Pacts of Mutual Defense, Friendship Pacts, and PIAT’s.

B: NO recruiting will take place regarding nations already displaying an alliance affiliation.



Section 2: Relations with all Alliances

A: FIRE, although based in the white sphere, does not mandate any specific team color. If; however, a nation member’s actions put the Federation in jeopardy, FIRE may require that nation to either leave the Federation or switch colors.

B: FIRE will actively seek out official diplomatic relations with other alliances. This will include, if deemed appropriate, Pacts of Non-aggression, Pacts of Mutual Defense, Friendship Pacts, and PIAT’s.

[size=7]Article V: War & Nuclear Weapons[/size]

Section 1: War
A: FIRE seeks peace between its members and other nations of the world. Signatories are prohibited from conducting unprovoked attacks against any white nation or any member of an alliance without a full declaration of war.

B: Should a member nation be the victim of an attack, all FIRE members pledge to use Diplomatic, Informational, Military, and Economic measure to rally their full support in defense of the attacked nation, aiding reconstruction and war efforts to the best of their abilities.

Section 2: Nuclear Weapons
A: Nuclear research, posing a critical advantage in national development, is embraced by the organization.

B: Development of nuclear weapons should be strictly for defensive purposes. Nuclear nations should notify the DoS and DoD that they went nuclear so FIRE can keep track of which of our members have nuclear FIRE power.

Approval for nuclear attack must be approved by the DoD. Any nation ignoring this article may be dismissed from the Federation immediately. In the event of an offensive nuclear launch without cause or approval FIRE will not, except under extreme circumstances, come to the aid of the offending nation. The nation will be considered a nuclear rogue and be treated accordingly.


[size=7]Article VI: Foreign Aid[/size]

FIRE will develop, coordinate, and maintain a loan/grant/and aid program available to any member nation who seeks it, where it does not endanger the security and financial stability of other member nations.
