Resurgence Halo Rules

It is not in our nature to go into the full legal scriptures of what is and what isn't Resurgence Halo, the forums, the staff and the community. As a member you must have common sense, you must have an understanding of what you are and aren't allowed to do under your own country's law, and you must have morals that on an international basis is recognised as 'normal'.

A lot of these rules stem from the concept that the community is here to let people have fun. If you compromise other peoples fun for your own, you're breaking the rules. Please be considerate of everyone in this community.

Resurgence:

  • The community and forums are not associated with Microsoft or 343i in any way shape or form.
  • The community and forums aren't used commercially.


Account:

  • By registering a forum account you confirm you are a capable roleplayer (see the first roleplaying rule) and that you agree to use common sense and adhere to the rules when playing on Resurgence.
  • You may play more than one character in a scenario as long as you don't use it as an advantage in combat.
  • It is prohibited to avoid bans by using different accounts or IPs. Doing so forgoes your ability to appeal your ban for a year.
    Messages
  • These rules apply to the OOC aspects of the community and the general discussion of the forums
  • Posts in the Roleplaying category are expected to be partially IC. Content that doesn't contribute to the topic can be removed.
  • Posts in the Applications category (not topics) will be removed if they are a 'yes' or 'no' with no justification.
  • Messages posted by you are expected not to contain hateful, racist, prejudice or invasive intent.
  • Political and religious debates will not be tolerated in a public medium. Keep these discussions private.
  • It is forbidden to transfer material or content that breaks the law. Terrorism, gambling, illicit drugs, artless pornography, etc.


World Chat:

  • The same rules apply as the ones listed under Messages.
  • Discussion and OOC section may not be used to discuss, appeal or argue revokes, mutes, bans or any other staff punishment regarding accounts, characters or IPs.

Roleplaying:

  • You are expected to have a satisfactory and mature understanding and approach to Roleplay. Otherwise you will be asked not to return until you have improved.
  • We do not tolerate power-gaming, meta-gaming or god-modding. All actions are considered attempts (but in no means should they all fail), your character is not omniscient and isn't a min-max character.
  • You must recognise that your actions as the character may result in consequences, and those consequences may result in problems for your character to overcome or fall to.
  • If you are the cause of poor Roleplay (in which you break one of the above rules), then even if you do retcon the event and apologise, you may still be scolded or punished.
  • You aren't allowed to force someone to Roleplay unless they are avoiding the consequences of their actions.
  • LolRP, which is to break the fourth wall, play 'the metagame', cracking a remark IC and then appending it with ((void)) or just RP solely for cracking giggles is frowned upon. Especially not revolve your character around any of these concepts.
  • Keep a clear and distinct separation between OOC and IC. However, be aware that by harassing someone OOCly they will ignore you in all mediums, including IC. Don't make it awkward.
  • Erotic Roleplay is permitted, but you are prohibited from taking anything beyond second base (fondling) in the forums. RP over PMs instead.
  • If you restrain or imprison another character in roleplay, you must be active and available to RP with them at least once a week in a session long enough to allow the situation to develop. Otherwise they will be able to escape from captivity.
  • Retconning roleplay requires the agreement of every participant. Only Staff can enforce a retcon.


Lore:

  • Resurgence follows the lore of Halo's narrative, with no abundant changes to faction leaders, cities and towns owned and their status. Nor are any permanent changes allowed to these lore figures or locations.
  • There are several revokes written into Halo's lore through its novels. We consider, unless there is an extreme scenario, that the latest material is to be correct.
  • Some custom lore additions or clarifications of ambiguity on 343i's end are permitted, but need to go through a lore application process to ensure that they tie into Halo lore reasonably well.
  • Any roleplay with largely effects an area, status, or population of significance in the lore needs to have prior permission, and must understand that these changes are only temporary.
  • Lore characters are not allowed to be killed or adversely afflicted by player-created poisons. Named NPCs in the lore may only be killed if you have staff permission.
  • However, if sources suggest that said named NPCs continue to exist based on criteria and citations found on future media - whether in-game or novels - then such deaths must be retconned in conformity to the lore.


Time & Scale:

  • The time you commit to your RP is unfortunately not realistic to the amount of time your character is doing something. In addition, due to typing speeds, time must slow down or speed up depending on different situations:
  • When sleeping, the OOC time you spend is about the same to the IC time you'd have spent. Same with most other real life activities like pissing and having meals.
  • When waiting (be it whilst doing something abstract, such as mining, foraging, researching, being pregnant), the OOC time you spend is very short compared to the IC time you spend. 1 day OOC would be 10 days IC.
  • When travelling, the OOC time you spend is much shorter compared to the IC time you spend. 1 day OOC would be 5 days IC.
  • When talking, the OOC time you spend is slightly longer compared to the IC time you spend. 1 hour OOC would be 30 minutes IC.
  • When fighting, the OOC time you spend is much longer compared to the IC time you spend. 1 hour OOC would be 15 minutes IC.

    Clarifications:

    • Not all information from 343i is distinctively given in their many sources - some of it comes from twitter, forum posts or other obscure sources.

    Characters:

    • The greatest stories are those that follow flawed characters. They encounter a problem, and must overcome it. No one here wants to see a super powerful character, so don't try being one.
    • Inspirations from other universes are not allowed unless you go through the lore application process - and chances are they won't be approved either.
    • The content of Halo's universe varies from being detailed to obscure. We do not recognise obscure content as valid.
    • You may not link your character closely to the story / part of the plot of any famous lore figure, including John-117, Dr. Halsey, Thel Vadam etc.
    • Your character must also adapt to their surroundings. Alien refugees should not openly parade around in a human city where their kind is frowned upon, for instance.
    • Each character is allowed to have up to five NPCs under their command without requiring an application. However if there are multiple characters in the same faction/group that belong to the same IP (roommate, alt account) then only 2 characters (2 times 5 NPCs) will be allowed to have these NPCs without application. The third character belonging to this same guild/group and IP will not be allowed any NPCs without application.


    Progression:

    • The power that your character has is largely based on their 'prevalence' throughout the Resurgence storyline. By roleplaying with or being seen by multiple people, this prevalence will grow, leading to progression.
    • The history of a character that comes from other communities is allowed to be used, the power of your character that manifested from outside of Resurgence does not carry over.
    • Progression is not a means for a character exert complete dominance over another character - everyone has a chance at defeating someone else.
    • Many restricted classes require you to progress - to develop your character and have them understand the basics of what restricted class they are to become.
    • It takes time for power to be amassed. If your character raises an army, it must be done on a reasonable time scale - you cannot abruptly acquire sufficient troops or resources and then conveniently deploy them when the outlook is bleak.


    Character Equipment:

    • Your character may participate in events and obtain rewards for their services - be it credits or items of interesting properties.
    • The value of credits is largely decided by Bungie.net and 343i in their games and extended media, where an MA5D Assault Rifle costs 1,693 cR and an ODST Helmet circa 2552 costs 2,000 cR.
    • All characters earn credits through various ways, participating in events, their employment. You're not required to track it but if you go to buy a mansion, everyone will want to know where they pulled those credits from.


    Character Death:

    • As written above, there will be times where a character's actions lead to consequences. These may be either angering the wrong kind of people, being in the wrong place or doing something foolish in an event, character death should be used only as a last resort, when a character's actions leave no room for anything else.
    • Members of the Covenant are not permitted in UNSC lands and vice versa. If you are caught randomly on a Covie character in UEG lands you run the risk of character death. Exceptions do exist: I.E. an alien asylum seeker on Earth, neutral territory etc.


    Limitations:

    • Making the environment fair for all Roleplayers of varying races or classes does produce a difficult issue of balancing everyone out to be on fair ground. The following statements are there to level the playing field as much as possible.
    • Attacks that have any remote chance of causing sudden and instantaneous death is strictly prohibited, to both players and dungeon masters.
      Your character may not be composed of more than four classes (both basic and specialised classes). Even at that point, you must consider your skillset divided between them heavily.
    • The use of superweapons such as Energy Projectors or HAVOK Nukes is severely limited as they are considered very easy means to outright kill many people without very many issues.
    • Energy shield capable armor is limited to appropriate classes/races such as Spartans, Sangheili and Jiralhanae.
    • You cannot be immune to a type of damage, such as plasma, ballistics, fire, acid, poison etc. You can only be highly resistant to it. You can be immune to the negative effects of poison, and you can be immune to physical hits if you are incorporeal, such as an A.I projection.

    Behaviour:

    • To survive on the internet you're expected to understand we're not in kindergarten. You won't get people punished for them saying 'you're an idiot' on one or two occasions.
    • That being said, harassing someone is extremely uncouth and you will end up going through the punishment policy because of it.
    • Blackmailing someone through the usage of chat logs, pictures or any form of private information will warrant a permanent suspension from our services when evidence is provided hereof.
    • Things taken from other members (Forums or Skype) that breach our rules, however were not said/created/etc.. by yourself, will also make you punishable under the same terms as if these were your own words.
    • The golden rule is to treat people as you want to be treated. Respect, and be respected. Don't berate someone for not sharing your viewpoint - that's not how you argue to persuade.
    • Provoking or instigating people into breaking the rules makes you just as guilty as the rule-breaker and you will be punished accordingly.
    • Concepts and ideas that are questioned to correct faults (Criticism) should be constructive and not expressed through insulting, nor should the criticism be responded to with insult.
    • If you are consistent in being annoying in the OOC parts of the forums, you may end up being muted and unable to speak in select sub-forums.
    • Spamming and advertising for other servers is heavily frowned upon.
    • You may watch threads without the consent of the participants.
    • PVP if not done properly can result in meta and power-gaming. If you are told to stop, then you have to.

    All applications can be left unapproved even if they accumulate enough positive votes for three days (seven days in the case of lore clarifications and guild headquarter applications) in order to ensure that no one speeds through the system, and that any oddities are pointed out.

    Character Applications:

    • Prior to applying, it is important that to the people who review your application know what kind of person you are. Please consider being social and using a non-application requiring character for a week or two before applying.
    • If you are applying for a class that needs progression, we expect about 10 days worth of active roleplaying. This requirement may be relaxed if you show restraint in your combat roleplay.
    • Character Applications are a place where you will be questioned regarding your knowledge. You need to be able to take the constructive criticism without taking it as a personal affront. Non constructive criticism is not tolerated.
    • Derailing an application by going off-topic, be it by posting random content that is not related to the character or the application, arguements, lore discussions on the class/race, you will be asked to cease posting on the application. Any further derailing will result in a warning and perhaps losing posting privileges for a day.
    • Until your application is approved, you may not play as any restricted race or class combination. You may never play as a forbidden race or class.
    • The application you write is reflective of your understanding. The only changes we tolerate are small fixes and clarifications of your character, not full rewrites.
    • Not all races and classes are listed. Here you are expected to use common sense - a wolf won't require an application and aren't listed due to their low intelligence. Installation Monitors on the other hand are completely out of the question.
    • Furthermore, keep the word count less than the word count for these rules. Anything over 4000 words may end up having important details skimmed over.
    • Applying for some races/classes, especially political or military aristocracy, is an instantaneous grant of power. You must be responsible and not abuse or flaunt such power or you will be revoked.
    • A good application does not guarantee a properly roleplayed out character. During the first three months of an approved character Staff might freely spectate your roleplay without your knowledge to ensure that you are doing things correctly.
    • You are to withhold new applications for 1 week from the point it has been denied, and this includes you archiving or asking it to be moved into denied. You are asked to withhold new applications for 2 weeks if it is approved from the point it has been approved.


    Interior Applications:

    • Tents and campsites are not considered interiors..
    • An interior that has been approved can be touched up, we're not asking you to disclose every single kitchen sink or chair.
    • Moderately large changes to an interior must be verified by a staff member. Get them to post on your application as proof.
    • Very large changes, including moving the interior or transferring ownership, must be posted on your app and then approved by another staff member.
    • An interior application, addition to an interior or faction headquarter application must be precise about what is wanted. If you have something added which isn't disclosed in the application staff will potentially remove it.
    • You may not claim to own an interior and roleplay within it if the interior application hasn't been approved.
    • Depending on the interior, Staff may ask you to tone it down and/or remove certain things if its size is too much. Private interiors (i.e. your character's private home) can't be the size of a small town.

    Dungeon Masters:

    • Until you are fufilling your role, you are effectively a player and have no superior entitlement to anyone else in the community.
    • Even when you are not fufilling your role you are still representing your peers. IF you are scolded for poor behaviour repeatedly your permissions may be revoked regardless if you were excellent at your role.
    • Lack of activity can be excused, for instance if you have studies, serious real life complexities or no internet connection, but too long and you might not be excused for very long stretches of time despite valid excuses.
    • Event rewards can vary between credits, equipment and other rewards as appropiate. Check in with another staff member about the equipment to ensure it's not too unbalanced, and limit credit reward to 15,000 credits maximum.
    • You are expected to have some loose connection and understanding of each others time requests and slot occupations. Events shouldn't conflict, but you are free to have more than one DM manage a single event.
    • You may not create a situation in which someone will die solely by chance. However, if they end up in that situation twice. I.e, they step in fire, they step in fire again, they can be killed. You must give them an opportunity to avoid the second chance.
    • If a Dungeon Master is orchestrating an event with the sole purpose of grievously injuring or murdering a character, that specific scene will be revoked and the Dungeon Master removed of all responsibilities.
    • If a Dungeon Master is orchestrating an event with the sole purpose of gaining progression, doing simple events with a closed group to justify giving them gear, you will go the same way as outlined above.


    Staff:

    • Staff judgements require a solid justification as to why they are coming to that verdict. If it is seen by someone uninvolved with the case that their explanation isn't valid, their judgement may be reversed.
    • Staff aren't allowed to punish or retaliate to you asking (politely) for them to check on your application, however they are not compelled to on demand.
    • Staff may monitor your roleplay without your knowledge. They will also draw assumptions based on the lack of public communication, and may intervene if it is considered lore breaking.
    • If you feel staff are abusing their position, a report in the forums private message to an Administrator will be sufficient. You may also provide feedback (both positive and negative) to the admins at any time.

    Punishment Proceedings

    • When you have broken the rules on the forums, both your IP and your account are tagged with a brief description of your wrong-doing. These descriptions are timestamped, and the person who assigned them to your account is also logged. These logs never disappear.
    • The severity of the rule you break may mean you receive multiple infractions simultaneously. They are additive, so a 3 day and 1 week ban will become a 10 day ban instead. Very minor rule breaks will usually get a scolding, but consistent ones will get full blown infractions.
    • IC rule violations tend to revolve around powergaming, metagaming, and things that would be picked up from your behaviour whilst roleplaying. OOC rule violations tend to revolve around harassment and command abuse, and are what you do outside of roleplaying, and how you communicate with people.
    • If you break a rule, the logs assigned to your account and IP will be checked. Based on your previous behaviour, you may be sternly warned or banned for a period of time. IC rule violations usually result in consequences to your characters rather than your forum account. OOC rule violations may involve both.
    • Based on these violations, you may receive one of the following punishments (usually in ascending order of severity)


    In Character Infractions:

    • #1: Stern Warning
    • #2: Character Suspension - 7 Days
    • #3: Character Suspension - Permanent (to undo show you are competent to handle that character again)
    • #4: Race / Class Suspension - Permanent
    • #5: Race / Class Suspension - Permanent & Out of Character Infractions #2+ (at this time your inability to play fairly is considered OOC)


    Out of Character Infractions:

    • #1: Stern Warning
    • #2: Forum Account Ban - 3 Days
    • #3: Forum Account Ban - 1 Week
    • #4: Forum Account Ban - 1 Month
    • #5: Forum Account Ban - Permanent (without appeal)
