All the cashiers at community lots (I always make my own) are teen girls. May be caused by a mod I have (somewhere!) the makes nannies generate as teen or adults (instead of old). Can't think of any other mod I have that would cause this. Question is, now that I've entertained all the teen BOYS - and IF I can find and take out the offending mod - does deleting those hoods do Bad Things? I've never worried about it before, but can't remember if the townies that are created still are "out there" if you delete the lot (I'm pretty sure they continue to exist as townies, but wanted to ask).
EDIT: I took out a few mods I thought might be causing it - did not "fix". Have I actually FORGOTTEN (fun getting senile) that cash registers are SUPPOSED to spawn only teen girls?

Cash registers on regular community lots spawn teens. It may just be a matter of chance that you only got girls. There's a cheat that will generate npcs and you can choose the gender, but I don't know exactly what it is. I have a modded object instead if I wish to generate a townie that I got at MTS (link below). There's probably other such objects out there.
There is a mod that creates young nannies, instead of elder nannies.
You can delete a town without hurting your game. But then you said something about deleting the lot. You can do that, too, without issue, but it won't get rid of the npc pool or the townies, as you guessed. You could take some of those npcs and turn them into random townies instead. Again, there's probably a cheat for it or even a program. I use objects: SimLogical's teleporter cat lets me add Sims to households and then turn them into NPCs.
NPC + Townie Maker http://www.modthesims.info/download.php?t=178120 Just don't use this to kill all the townies because that will ruin your game. You can use the "kill" option only on the townie you are in the midst of creating because it really isn't created at that point.

Thank you, Madame V. I did get the townie Maker to try out. And I'm looking for my teen/adult nannies mod, sure I used to have one somewhere.

I think there may be a few different versions out there. Mine is labeled teenNanny.
