When writing a fiction story, there must be a setting. That setting consists of a time and place. A universe consists of the timeline and places before, after, and around that time & place. Essentially, the setting is like a nation, whereas the universe is like the world.

This universe also has time and place.

Filling in the space
There has to be a place. And there have to be things that are in that place. For example, we’re in not-so-ancient Rome during the Renaissance in 1492. Say, there are hundreds of people at the Coliseum, and many, many people who are so insignificant they don’t need names.

But a universe contains much more than that. Fortunately, you won’t have to make everything. The reader’s mind would fill in the city the best it can. The reader would assume there are houses and streets in Rome. Anything that the
