Address on the Observance of Regional Rules


Greetings Selenids,

We live in truly exciting days. As our beloved region grows in both numbers and activity, each morning brings a new challenge. These challenges are varied in their nature and complexity: from welcoming new members, to staying on top of the latest roleplay developments, to observing and enforcing the rules that allow us to play in a realistic and coherent world. As our region develops, so does the government that supports it, and I am very proud to see that we now have a Prime Minister and a Privy Council, composed of capable and dedicated members who work hard every day to ensure that Selene is a region worth our times.

In my capacity as Emperor of Selene, now that there is a government to handle regular business, my core duties are three: guarding the sovereignty and territorial integrity of the region, facilitating the business of our regional government, and speaking on subjects that, beyond the politics of the day, are important to us as a community. It is with that third duty in mind that I address you all today, because as our region grows, so does the need for us to have objective standards by which we all abide, that we all follow in good faith, so that no member may get an undue advantage over the other, and we can all have fun roleplaying, which is the ultimate goal of the region.

In recent days, I have noticed more than a few members not only criticising the Privy Council for issuing and enforcing rules on realism, which is a legitimate position to have, but also arguing that they can ignore said rules without consequence, calling them an unreasonable infringement on their right to organise their nations. I want to address these concerns right here and right now, because it is already time to ensure that we are all on the same page when it comes to the regulation of realism in our regional canon on the part of our regional government.

I have appointed two Roleplay Councillors, Farengeto and Parthenopias, and granted them full power to rule on matters of realism, and deciding what the appropriate remedy should be. In other words, both Roleplay Councillors act on my authority and with my permission, when they tell any member that they need to make adjustments to their nation, or that a certain action is not realistic. Their instructions are not suggestions that can be ignored by the recipient. When they make comments on an entry to the Global Information Survey, or suggest that a certain alliance or troop mobilisation are unrealistic, that comes from the rich knowledge they have, and their extensive experience with roleplaying.

It is also worth noting that their job does not solely consist of pointing out errors and instructing members to fix them. They are also expected to provide help and advice to all members, and ensure that everyone understands how to roleplay under our rules. In short, Roleplay Councillors are expected to act as mentors and advisors to every member who is willing to receive that advice in good faith. That is to say that our Councillors should not be seen as figures of authority to ruin the fun for others, but rather fellow members who are doing their part to ensure Selene continues to prosper and grow in an orderly fashion.

To those members who have threatened to ignore not only the rulings of our Councillors, but even the laws passed by the Senate, which are an even more direct expression of the will of the region, I urge you to take a deep breath and think about those attitudes. We all have deeply held beliefs, and as long as I remain Emperor, I fully intend to defend your right to express those beliefs. If you oppose a certain ruling or law, I would expect nothing less than to hear your arguments, and if they have merit, I welcome the opportunity to hear an appeal of the ruling, or a renewed debate for the law.

Having said the above, we are also a region based on a social contract: we enjoy the benefits of participating in a friendly and active region, but in turn we must all agree to follow the same basic standards. When we break that social contract by refusing to follow regional rules, we weaken that special bond that makes our region great, and forsake an opportunity to become an even closer community by solving our differences in a civil manner. That is why I urge all who might disagree with a ruling or law to respect the process. If you disagree with a ruling from a Roleplay Councillor, it is your right to appeal before a Founder. If you disagree with a law passed by the Senate, it is your right to argue for its amendment or repeal.

Selene is a great region, and has a far greater community than I could have ever imagined, but it cannot progress if we fight with each other and ignore the rules that make our social contract. There is nothing better for a community than its members agreeing or disagreeing, yet still acting in the best interests of each other, and ensuring that they all adhere by the same standards. This is our chance to prove that we can work together to make the region a better place.
