Major League Sniping Policies and Procedures

PLEASE GOTO THE FOLLOWING LINK AND READ HOW THE LEAGUE WORKS BEFORE AGREEING TO THE RULES
http://s15.zetaboards.com/Sniper_League/topic/7975544/1/#new

Information

Official MLS map is: Snipers Bald Locks League ver Final (Located HERE)
The official league channel, as well as public channel for all snipers is: Op Sniper
The official league privatized channel is: Op MLS
Whisper the name "MLS" !where and the bot will tell you what the current league channel is and how many players are in it.

Creating A Game

Basic Match

The Basic Match is very unique with the way game creation is made. All a player needs is 3 other random players that have agreed to the league rules and been added to the bot.
The teams will be randomized.
Any level player can join a Basic Match.
There is no limit to the amount of Basic Matches you can play each day.
Type !league in the channel that the bot "MLS" is in.
Type !agree to join that game.
The bot will randomize teams, decide who starts on hot and cold, and also decide who has to sit out if more than 4 people typed !agree.
Please note that if you just played a game, you cannot !agree or !league a new game until the previous game was posted. This only applies to the winning team.

Arena Match

The Arena Match is a way for arena players (max level players) to create a game without having to worry about new players joining the randomization.
The teams will be randomized.
Only max level players can join An Arena Match.
There is no limit to the amount of Arena Matches you can play each day.
Type !arena in the channel that the bot "MLS" is in.
Type !enter to join that game.
The bot will randomize teams, decide who starts on hot and cold, and also decide who has to sit out if more than 4 people typed !go.

Squad Match

The Squad Match is a way for people to play with the partner of their choice, so long as their partner is in their squad, and their 2 opponents are in a different squad.
The teams will be Squad VS Squad.
You must be at least level 20 and on a squad to play a squad match.
All squad players can only play 1 squad match per day UNLESS the bot randomizes the teams and it creates a squad match. Be sure to check the forums for updated squad teams and members. Squad match lockout resets at 2AM ET everyday.
To create a squad match, get 4 players, 2 from 1 squad different than yours, then 2 from your squad including yourself.
Make a post in the appropriate section on the forums following the example made by the league admins which has all 4 players in the squad match in the topic title.
Once all 4 players have agreed to the squad match on the forums, you may create the squad match and play the game.

Game Play

You must stay in a full game, and after stats are calculated. - Make sure to verify SS has been taken.
If you leave a game early from henceforth you will obtain a -20 score for that game and the loss (Meaning your score will be: 0 Kills, 20 Deaths, 0 Flags and 0 Bonuses) which hurt your over all stats.
Repeat offensives will result in further punishments leading up to a ban from the league ranging from 1 Week - Indefinite
All matches must be recorded by all players. - Make sure you can record properly before playing a game.
All match replays must be saved by all players. - A replay may be needed in the future after a game has been finished for further review.
No bad sportsmanship. - Even if the game is out of hand, whether you are winning or losing, do not cause the game to be interrupted in any way that gives an unfair advantage to either team.
No hacking. - A hack is any program that gives any player an unfair advantage over your opponent during game play including, but not limited to: map hacks, mini map hacks, latency hacks, resolution hacks, auto it, sniper assist, and enable click.
No camping. - A camp is when any player intentionally kills a players respawn when there is no reason to. These occurrences are almost always unique, and a final decision will be up to the league admin.
No flag camping. - This is when a player from one team brings the opponents flag back to his BASE VISION when it is obviously clear and sits there waiting for his teammate to be ready to pickup the flag again. If your teammate trying to flag dies, you must return the flag.
No sitting. - A sit is when any player intentionally stays in the same spot for a long period of time. These occurrences are almost always unique, and a final decision will be up to the league admin.
No fallbacks. - A fallback is when any player intentionally goes back to their own base vision after going half way across the map to kill an opponent who is flagging before the opponent gets the flag. The player must wait for the opponent to leave the players base vision before they can attempt to retrieve the flag. These occurrences are almost always unique, and a final decision will be up to the league admin.
No team killing. - A team kill is when any player kills a team mate to get bonus points. It is also done accidentally sometimes. If you kill a teammate by accident and it affects the opposing team from flagging because of respawn, you must let them get the flag. The player that respawned can not kill them at all, and the flagger can not kill the respawned player. Only the other player that is still alive can stop the flagger. This stays in affect until the flag is returned to either base.
No smurfing. - A smurf is when any player plays on a different account than what the player signed up for the league on. The account you sign up on should be your primary account, and I expect you to play on that account and be on that account at all times.
No spectators. - No other player is allowed to sit in the spectator seat or any other player slot and watch the game while it is being played unless authorized.
No absences. - An absence is when any player leaves a match before the game is over. All players must stay til the end of the game to ensure the winning team can properly take a screenshot of the final statistics.

Recording Properly

Prior to a match, here are some things you may want to go over beforehand to ensure you record properly.

1 - Have a recording program downloaded. IE: Hypercam - http://www.hyperionics.com/hc/downloads.asp (32bit Version)
2 - Make sure you are recording at 640x480, with 24/24 frame playback. Some people may get bypasses depending on their quality. If you feel you should, make a post in the "Discrepancies" forum.
3 - Have a compress program downloaded. IE: K-Lite - http://www.oldapps.com/k-lite_codec_pack.php?old_klite_codec=53?download
4 - Test all programs and ensure your recording/compressing programs work properly.

During the game, we have some checks each player must do.

1 - Task Manager Check. Every player must have task manager open and show all programs that are running on their computer at the end of the match.
All recorded videos should be in full color. There should be no black and white videos. Alt + Tab to your windows screen and back to the game after it has been unpaused to fix this.

Submitting A Game

All players, please ensure you re-read the rules about submitting a game, look at this topic and this topic and if you still don't 100% understand watch this video. Any questions PM me.

You must post a SS within 24 hours of the game being played.

If you do not the game will be voided (No players win) and the winning team will obtain a -10 score for that game. Your score for that game will be 0 Kills, 10 Deaths, 0 Flags and 0 Bonuses. The losing team will receive no punishment since it was not their job to record the stats and post them. If it is determined you are attempting to pad your stats in someway (You have an obscenely amount of deaths but you still won) I will take that into consideration and you may be penalized more so.

Claims

A claim is made when a player feels that their opponent used unfair tactics or advantages to achieve victory.
Each player starts with 5 claims.
For every 10 games they play without making a claim, they gain another claim. Maximum amount of claims a player can have at anytime is 5.
The claim must have the Game ID in the title of the post. If no Game ID is available, copy the title of your post from the "Game Submissions" with the word "Claiming" in front of it.
Please include a link in the claim to the claimed game in the game submissions forum.
To make a claim, the player must post the replay AND their recording of the game they are claiming.
All videos posted for claims or other requests MUST be uploaded to a video hosting site. If there is something preventing you from this please PM me and explain.
Please include time frames of any rule infractions during a game.
If you win the game, you can not claim the losing team. You can however, claim your partner.
Claims can be made at upto 48 hours after a match has finished. If a problem occurs during a game, finish it, then make your claim.
There is also a randomized claim system where your name could be randomly drawn to post a recording. These kinda claims can be made upto 96 hours after the game has been posted. So please, keep your recordings for at least 1 week from the time the game is posted.
Claim judgements are solely based upon the league admins discretion.
Claim penalties will be negative experience points/arena points for the guilty person, not the team, and are solely based upon the league admins discretion.

Transparency

It is your own responsibility to ensure that your recordings are working properly. If someone claims you and you do not have the recording for any reason, it is your fault and your fault only. However, you must also ensure that your recordings are done correctly and work correctly after every game you are not claimed in. If you have a recorded video that has problems with it, like: forgot to record, color problems, forgot checks, etc, you may now PM me on the forums and alert me that your recording for a game (include link to game submission) is was not done correctly and you may receive a pardon for that game if claimed. This will only be allowed a certain amount of times depending on the situation and scenario. If you get claimed and did not record properly or do not have the recording, and did not give full transparency to the league before hand, your punishment will be more severe.

Penalties

There are Minor Offenses and Major Offenses to our current rulebook. Minor Offenses can receive many warnings, but Major Offenses will receive only one warning. The penalty is also much greater for Major Offenses.
Penalties for breaking leagues rules will vary from occurrence to occurrence. Ranging from a simple warning, to banishment. Most penalties though will be negative experience points for the player breaking the rules.
The amount of negative experience points for a player will depend on the league admins decision. These occurrences are almost always unique, and a final decision will be up to the league admin.
Some players may be put on Mandatory Probation. Meaning, they will have to post every recording of every winning game.
Multiple offenses for breaking league rules will result in restart/banishment of that player in most cases. These occurrences are subject to individuality, and will be decided by the league admin.
Precedents
---- Failure to Upload Recording:
1st Offense - Loss of upto 25000XP and Temporary Probation of All Winning Games
2nd Offense - Loss of All XP as well as continued Indefinite Probation of All Winning Games
3rd Offense - Banishment from Current Season

Adjustments and Discrepancies

If you do not like the present rules, or rules made in the future, you can withdraw from the league at any time by posting "I withdraw from the MLS.". Your statistics that have already been accumulated will not be erased.
If you change your name on battle.net, make a post in the "Discrepancies" forum and do not play on that name in any league match until the league admin has acknowledged it.
Any problems you have or that you find (I am not perfect) with the statistics, please make a post in the "Discrepancies" forum describing your problem or the mistake I, Xtreme, have made.

Reminders

All league admin decisions are final. Please refrain from arguing about player conflicts once the league admin has made his decision.
All players, please ensure you re-read the rules about submitting a game, look at this topic and this topic and if you still don't 100% understand watch this video. Any questions PM me.
